Internal disciplinary action as represented in this chart is in line with the RTU Infraction & Quality Control policy and Performance Disciplinary policy. Please note that this is internal and works alongside Internal Affairs. An IA complaint will still be submitted in cases where such is appropriate.
There are two categories of disciplinary within RTU; Conventional and Observation Reports. Observation Reports Disciplinaries are governed by the Performance Disciplinary policy and are followed as shown above.
Conventional Disciplinary may be enacted based on performance and conduct issues, or following external disciplinary action for example by IA or a supervisor. The 3 initial levels of Conventional concern are graded 4, 3 and 2:
Grade 4: Low-Level Concerns
Grade 3: Substantive Concerns
Grade 2: Serious Concerns
Each Grade carries its own level of response according to the level of concern. When RTU becomes aware of an issue, it will be graded accordingly. Issues will be graded based on previous disciplinary action or experience if it is felt that is a relevant factor.
When Traffic Command holds an overwhelmingly great concern and/or an officer has failed to improve after having been put through either the Conventional or Observation Reports Disciplinary process, it becomes Grade 1 where Adverse Actions are put into place.
Traffic Command reserves the right to grade a problem at what level we unanimously feel it equates to. This could mean immediate Grade 1 in rare cases.
There are different types of punishment that may be enacted, some of which are not considered punishment but are listed here for the sake of continuity.
Observation Reports
Internal Review // "Let's Talk" - Initial conversation surrounding OR concerns. Active for 1 month.
First Warning - Written Warning based on OR concerns. Active for 3 months.
Final Warning - Second Written Warning based on OR concerns. Active for 6 months.
After this process has been followed, or in certain circumstances, and issue continues, it will then escalate to a Grade 1 response.
Conventional
Verbal Warning (Grade 4) - Initial conversation surrounding Conventional concerns. Active for 1 month.
Internal Reprimand (Grade 3) - Internal punishment based on Conventional concerns. Active for 3 months.
Internal Admonition (Grade 2) - More serious internal punishment based on Conventional concerns. Active for 6 months. Usually accompanied with a Quality Control Patrol.
After this process has been followed, or in certain circumstances, and issue continues, it will then escalate to a Grade 1 response.
Grade 1 (Adverse Actions)
Severe Warning - Very serious internal punishment given to provide the RTO with one final chance to prove they deserve to be in the division. Active permanently. It can be reduced or worked off entirely by undertaking in the probationary period once more after 1 month.
