For the previous, almost 15 years, a number of initiatives aiming to inspire and promote entrepreneurialism were championed by the incumbent United Kingdom (UK) government, including Local Enterprise Partnerships (2010, coalition-led policy), the Northern Powerhouse (2014), Levelling Up agenda (2019), and the Innovation Strategy (2021). More recently, the Scottish Government’s National Innovation Strategy and Entrepreneurial Campus reports from 2023 outline bold plans which emphasise the need for a fair, green, and enterprising society, with tertiary education institutions working together as a core, contributing factor. Internationally, the intersection of enterprise, education, and industry is evidenced by a number of publications and policy-driven developments - including those from the European Commission, reported on by the Global Entrepreneurship Monitor, and the United Nations’ work in highlighting the efficiency of firms towards achieving sustainability - influencing universities to educate and promote their programmes and activities with enterprise in mind.
Crucially, within any functioning, aspirational economy, is the role of education. Notably, this involves the activity and vision of tertiary education in educating and inspiring future workers (Smith, 2016) and leaders; embracing a plethora of pedagogical and practical approaches (Tasler et al., 2023) towards producing enterprising graduates (Normand and Anderson, 2017; Crammond, 2020); and creative additions to the economy (Blenker et al., 2012). This is partly achieved through engagement with business communities, and regional or national ecosystems. However, sector conditions inevitably impact institutional engagement with industry and society going forward (Crammond, 2023a; 2023b), putting into focus the needs of industry, the entrepreneurial landscape, how students learn (Gimmon, 2014; McKinnon et al., 2015; Karadzhov et al., 2024) and the institutional reaction.
This JPAAP special issue seeks submissions from the tertiary education sector, both in the UK and internationally, concerning influence and contribution through pedagogies, practices, and partnerships, towards enterprise and skills development.

It is widely accepted that traditional business growth and innovation involve entrepreneurship (Schumpeter, 1934), with high-growth firms continuing to attract significant attention (Delmar et al., 2003; Davidsson et al., 2009). Sustainable entrepreneurship, which seeks to balance the triple bottom line—people, profit, and planet—within the framework of business growth, is increasingly recognised as essential for long-term business success (Rosario et al., 2022; Petersen et al., 2023). However, the intricate relationship between sustainability and economic growth, particularly in the context of green growth, remains a contested issue, raising critical questions about how these concepts align (Hickel and Kallis, 2020).
Within entrepreneurship literature, a culture of proactivity, innovativeness, and risk-taking is often viewed as fundamental to entrepreneurial success (Rizwan Qaiser Danish et al., 2019). Yet, there is a growing recognition of the discrepancies that exist between these cultural ideals and their actual implementation at various levels—micro, meso, and macro—affecting entrepreneurial rationale, processes, and outcomes (Brownell et al., 2024; Crammond, 2023). Entrepreneurial proclivity, understood as a (social) process, involves a complex interplay of awareness, autonomy, and achievement through creative, innovative, and reflective activities (Murray and Crammond, 2020).
Despite the increasing emphasis of entrepreneurship literature on cultural practices, significant gaps remain in our understanding of how sustainability both influences and is influenced by these entrepreneurial activities and processes. The socio-cognitive frameworks and values within organisations are key drivers of practices such as business model innovation (Petersen, 2024), internationalization (Petersen and Rasmussen, 2021a), and the long-term viability of growth strategies (Petersen and Rasmussen, 2024). For example, the processes of sensemaking and sensegiving are critical in entrepreneurial contexts, involving the use of gestures, metaphors, rhetoric, and narratives to motivate key stakeholders and assess the ongoing viability of entrepreneurial firm (Cornelissen et al., 2012; Hill & Levenhagen, 1995; Nicholson & Anderson, 2005; Holt & Macpherson, 2010).
The socio-cultural context is crucial for understanding entrepreneurial strategies and practices, given the multidimensional and complex nature of entrepreneurship (Welter et al., 2016; Gartner, 1985). This complexity necessitates a shift from focusing solely on the ‘hero entrepreneur’ to a broader examination of how alternative futures are formulated, explored, and evaluated. Such an approach highlights the importance of collective action and diverse narratives in shaping entrepreneurial outcomes (Dimov, 2007; Muñoz and Dimov, 2023). A deeper focus on cultural practices for sustainable business growth reveals the significance of entrepreneurial design (Dimov, 2021; Gartner and Brush, 2007), network inclusivity (Petersen and Rasmussen, 2021b), opportunity construction through language (Liubertė and Dimov, 2021), and the management of ecosystems, innovation, and digital interactions (Petersen and Rasmussen, 2024; Crammond et al., 2018). Furthermore, the growing role of artificial intelligence in entrepreneurial action (Roundy, 2022; Townsend & Hunt, 2019) underscores the evolving landscape of entrepreneurship. Thus, understanding how entrepreneurial and innovative businesses achieve sustainable growth requires a multifaceted perspective, integrating insights from various levels of analysis and disciplinary viewpoints.

'Enhancing Enterprising Education through Industry
A review of UK university measures and mechanisms'
Universities are an ever-changing resource for information, data, guidance, and growth. With timely and productive engagement with industry, they appreciate the business context from a practical perspective. Within the enterprising network, universities and successful businesses are similar. They inspire, influence, innovate, and have a responsibility to be operationally ethical. In meeting societal and market demand, and in keeping pace with technological change, universities are embracing entrepreneurship. In maintaining enterprising relationships with industry, universities facilitate enterprise as a taught and researched discipline, collaborate, and are of inclusive of external stakeholders and overarching policy. In this chapter, the current network within the United Kingdom is reviewed. This includes strategic measures and organisational mechanisms developing enterprising activity. Subsequently, a resultant ‘Enterprise Ecosystem Engagement Model’ acknowledging multistakeholder strategies, interlinking pedagogical and practical priorities, and outlining indicators of impact is presented. Recommendations for concerning practice, policy, and research also prioritise collaboration and shared goal-setting.
