Richmond 4th Ward

On July 10, 1977, after an extreme growth in Richmond's population, the Richmond North and South wards were divided into four wards, with each ward being referred to by numbers instead of cardinal directions: Richmond 1st Ward, 2nd Ward, 3rd Ward. After more growth, the Richmond 4th Ward was organized on Dec 20, 1981 with Derwin C. Merrill as Bishop, Michael C. Abbot as First Counselor, and Leslie L. Smith as Second Counselor.
