Richmond 3rd

On July 10, 1977, after an extreme growth in Richmond's population, the Richmond North and South wards were divided into three wards, with each ward being referred to by numbers instead of cardinal directions: Richmond 1st Ward, 2nd Ward, 3rd Ward. The Richmond 3rd Ward was organized with Theron B. Anhder as Bishop, Sherwin C. Bair as First Councilor, and Wayne F. Marler as Second Councilor.
