The JROTC department is organized by the Hamilton County School System. The Director of Army Instruction (DAI) of Hamilton County is responsible for coordinating and supervising all local Army JROTC activities.

Each school has at least two instructors which are designated as follows:

- Senior Army Instructors (SAIs) are commissioned officers designated to instruct the cadets and supervise the JROTC program at their assigned school.
- Army Instructors (AIs), which are warrant officers (WOs) or noncommissioned officer (NCO) personnel, are assigned to individual school JROTC Departments as instructors.
