Public Housing Authorities (like JCHA) and other large projects funded through HUD (like CDBG, etc) have a contracting requirement referred to as “Section 3”. Section 3 is an initiative to promote job opportunities locally to individuals/entities of greatest priority wherever HUD funding is applied. While Section 3 has been around since the 1960s, there are several important updates that may support local businesses:
Section 3 compliance criteria updated in 2021, creating goals for Section 3 and Targeted Section 3 worker hours. All hours by workers of “Section 3 Business Concerns” automatically count towards both goals, making them extremely sought after.
The HUD Low Income Limits for Hudson County has recently increased to $74,900 (from $68,150 last year), making it more likely for an organization to qualify as a Section 3 Business Concern.
HUD currently does not have an active portal for listing Section 3 Business Concerns, so, using HUD templates, JCHA is reaching out to update a list of local Section 3 Businesses using the form linked below. This is also a great opportunity to let us know about other certifications and classifications your organization qualifies for (MBE, WBE, SBE, etc).
Other entities with Section 3 compliance goals are increasingly reaching out to JCHA to ask for lists of Targeted Section 3 workers and eligible Section 3 Businesses. Your organization could be included on this list.
To be included on JCHA’s Section 3 Business Concern list, fill out the short form on this link: https://bit.ly/s3bcjcha
