Dr Raymond Kong is a leading practitioner in Life and Values Education in Hong Kong, widely recognized for driving curriculum innovation, policy reform, and experiential learning both locally and internationally. As Assistant Director of Education Services at Caritas – Hong Kong (Caritas) and Programme Advisor at The Education University of Hong Kong (EdUHK), he and his team has collaborated with over 300 schools to design and implement frameworks that embed values education into everyday teaching.
Raymond is the key founder of Convergence: The Award for Outstanding Life Education Teaching Plan (點滴成河:傑出生命教育教案設計獎), a citywide initiative embraced by educators and schools alike, celebrating excellence in weaving values education into subject-based instruction. In partnership with sponsoring bodies such as Caritas – Hong Kong, Tung Wah Group of Hospitals, Hong Kong Buddhist Association, and Po Leung Kuk, he oversees the development of Life and Values Education curricula tailored to school’s ethos and community context.
His contributions span policy development, curriculum design, and educator training. He played a pivotal role in evaluating life-planning education in Hong Kong schools (PI: Prof Lee Chi Kin John), with findings that informed the Education Bureau’s Final Report by the Task Force on Review of School Curriculum and the revised Primary Education Curriculum Guide. He also led professional development under CLAP@JC, equipping educators with tools to integrate career and life development into their teaching practices.
Raymond is widely recognized for his strategic use of media to amplify educational impact. His bilingual teaching package for the Youth Crime Prevention Booklet (2024 and 2025), co-developed with the Hong Kong Police Force and EdUHK, includes lesson plans and teaching materials piloted in schools. He regularly curates exhibitions and press events that engage key stakeholders such as the Education Bureau, Hong Kong Primary Education Research Association, and Big Education Platform, fostering dialogue and shaping future policy directions.
His publications include Life and Moral Education in Greater China (Routledge, 2021, with Prof Lee Chi Kin John and Dr Stephen Yip), An Investigation of Buddhist Life Education in Hong Kong (CUHK, 2022, with Dr Fung Shu Fun), and refereed journal articles in the British Journal of Educational Technology, Journal of Teacher Education, Mindfulness, and Teachers and Teaching. These works reflect his commitment to advancing educational research and promoting values-based practice.
Internationally, Raymond advances Life and Values Education through global learning initiatives and academic exchange. He leads regional Life Education projects in the Greater Bay Area and maintains long-standing collaborations with the Life Education Professional Committee of the Chinese Society for the Study of Tao Xingzhi and the British Educational Research Association, contributing to international dialogue on values-based education. He presents regularly at global conferences and builds research partnerships that deepen understanding and innovation in the field. His academic engagement also includes appointments as Visiting Scholar at the Department of Civic Education and Leadership, Taiwan Normal University; the Life Education Academic Center, Ministry of Education (ROC); and the School of Foundations in Education, Beijing Normal University—each reinforcing his commitment to advancing Life and Values Education across cultural and institutional contexts.
