Digital project story
I worked on a digital project related to entrepreneurship, and I shared the entire project file with the United Nations High Commissioner for Refugees (UNHCR) office in Lebanon, for the purpose of cooperation in 2017.
At the beginning of 2022, I was surprised that the UNHCR in Geneva had published a dedicated smartphone application on Google Play platform, similar to the project I had provided them, without my knowledge or consent.

عملت على مشروع رقمي ذو صلة بريادة الأعمال، وشاركت ملف المشروع بالكامل مع مكتب المفوضية السامية للأمم المتحدة لشؤون اللاجئين (UNHCR) في لبنان، لغرض التعاون في عام 2017.
في بداية عام 2022، فوجئت بأن المفوضية السامية للأمم المتحدة لشؤون اللاجئين (UNHCR) في جنيف قد نشرت تطبيقًا مخصصًا للهواتف الذكية على منصة "جوجل بلاي"، على غرار المشروع الذي قدمته لهم، دون علمي أو موافقتي.

The project was a dream, and a successful work in the future. I put all my trust in the UNHCR, and I considered it as a safety valve for me.
I submitted a complaint to the UNHCR Inspector General’s Office in Geneva, via e-mail. On Feb 21, 2022. I haven't received any clear answer yet
I demand a thorough, transparent and fair investigation in order to find the truth.
كان المشروع الرقمي بمثابة حلم وعمل ناجح في المستقبل. لقد وضعت كل ثقتي في مفوضية الأمم المتحدة لشؤون اللاجئين ، واعتبرتها صمام أمان بالنسبة لي.
قدمت شكوى إلى مكتب المفتش العام للمفوضية في جنيف عبر البريد الإلكتروني. في 21 فبراير 2022. لم أتلق أي إجابة واضحة حتى الآن.
أطلب إجراء تحقيق شامل وشفاف وعادل من أجل التوصل إلى الحقيقة العادلة.
A.
For years I worked on a project based on digital technology, in view of my lack of financial means to cover the costs of implementing the project, I resorted to requesting from Ms. Mireille Girard - former representative of the UNHCR in Lebanon, and Ms. Emily Bojovic - Former Protection Officer of UNHCR in Lebanon, the project was presented to UNHCR for the purpose of cooperating or helping me to implement it, On 2017.
Following the response of the UNHCR office in Lebanon, I was invited to a meeting with an employee, to discuss the “IMOH” digital project. At this point, I gave the employee a brief short summary of the project consisting of 4 pages and one page of my CV. On Feb 10, 2017
During the meeting, the employee was recording on a notebook any ideas that were being raised. He also asked me to provide him with the complete file of the project, under the pretext of studying the project for the purpose of cooperation.
Upon his request, I have provided him with the entire file of the “Strategic plan of the project” consist of 29 pages. On Mar 6, 2017
During the study period of the project, I sent an email to Ms. Emily Bojovic, asking her to view the project and to search for the possibility of cooperating or providing any assistance.
عملت طيلة سنوات على مشروع قائم على التكنولوجيا الرقمية، ونظراً إلى قلة إمكانياتي المالية لتغطية تكاليف تنفيذ المشروع، لجأت إلى الطلب من السيدة ميراي جيرار - ممثلة مفوضية اللاجئين في لبنان سابقاً، والسيدة ايميلي - مسؤولة الحماية سابقاً، عرض المشروع على مفوضية اللاجئين لغاية التعاون أو مساعدتي على تنفيذه. وذلك في عام 2017
عُقب استجابة مكتب مفوضية اللاجئين في لبنان، دُعيت إلى اجتماع مع موظف، لمناقشة المشروع الرقمي "IMOH"، وحينها زودت الموظف بنبذة مختصرة عن المشروع الرقمي مؤلفة من 4 صفحات وصفحة عن السيرة الذاتية الخاصة بي. في 10 فبراير 2017
اثناء الاجتماع كان الموظف يسجل في دفتر أي أفكار يتم طرحها. كما وطلب مني تزويده بالملف الكامل للمشروع، تحت ذريعة دراسة المشروع لغاية التعاون.
بناءاً على طلبه، قمت بتزويد ملف المشروع بالكامل "المخطط الاستراتيجي" المؤلف من 29 صفحة. في 6 مارس 2017
خلال فترة دراسة المشروع، أرسلت بريد إلى السيدة ميراي جرار، أطلب منها الإطلاع على المشروع والبحث في إمكانية التعاون أو تقديم أي مساعدة.

At the beginning of 2022, I saw that "UNHCR" had published a dedicated smartphone application “Connecting Worlds” on “Google Play”, which is similar to the project “IMOH” I supplied to the UNHCR office in Lebanon (A.).
في بداية عام 2022، رأيت أن "مفوضية اللاجئين" نشرت تطبيق مخصص للهواتف الذكية "عالمنا أقرب" على منصة "جوجل بلاي" وهو مماثل للمشروع الرقمي "IMOH" الذي زودت ملفه إلى مكتب مفوضية اللاجئين في لبنان (A).

Based on the foregoing (A. - B.), I submitted a complaint to the UNHCR Inspector General’s Office in Geneva, via e-mail. On Feb 21, 2022.
استناداً على ما سبق (A - B)، تقدمت بشكوى إلى مكتب المفتش العام لمفوضية اللاجئين في جنيف، عبر البريد الإلكتروني. في 21 فبراير 2022.

On Mar 3, 2022, I received a reply from the Investigation department of the UNHCR Inspector General’s Office (IGO), confirming that they had received the complaint (C.) and provided me with a reference number: COM-22-0271.
في 3 مارس 2022، تلقيت رداً من دائرة التحقيق في مكتب المفتش العام (IGO) لمفوضية اللاجئين في جنيف، يؤكد استلامهم الشكوى (C) مع تزويدي برقم مرجعي.

On May 10, 2022, I received an email from the UNHCR office in Lebanon “In Arabic only”.
Translation into English (“Based on your complaint, we would like to inform you that after reviewing your messages and based on the little information you provided us which does not allow us to confirm the validity of your claim, so it is not possible to agree to your demands”)
The information provided to them was little and does not allow them to confirm the validity of the claim.
Without containing the e-mail, a request for more information in order to expand the investigation to reach justice.
في 10 مايو 2022، تلقيت بريد إلكتروني من مكتب مفوضية اللاجئين في لبنان "باللغة العربية فقط".
نص البريد باللغة العربية (إستناداً للشكوى التي قدمتها، نوّد إعلامك أن بعد الاطلاع على رسائلك وبالإستناد للمعلومات القليلة التي زودتنا بها والتي لا تسمح بتأكيد صحة ادعائك فإنه من غير الممكن الموافقة على مطالبك.)
المعلومات التي زودتها قليلة ولا تسمح لهم بتأكيد صحة الادعاء.
دون أن يحتوي البريد الإلكتروني على طلب المزيد من المعلومات لغاية توسيع التحقيق للتوصل إلى العدالة.
F.
On May 26, 2022, I received an email from the UNHCR office in Lebanon, in both Arabic and English; in response to an email I sent to some of the key personalities and key offices of the UNHCR.
The text in Arabic is identical to the previous Email (E.1).
While the text in English was somewhat different. The text came as follows (“After examining your claim and the limited information you provided, it was unfortunately concluded that your claim is unfounded and could not be satisfied.”).
في 26 مايو 2022، تلقيت بريد إلكتروني من مكتب مفوضية اللاجئين في لبنان، باللغتين العربية والإنكليزية؛ وذلك رداً على بريد إلكتروني كنت أرسلته إلى بعض الشخصيات الرئيسية والمكاتب الرئيسية في مفوضية اللاجئين.
النص باللغة العربية مماثل للبريد الإلكتروني السابق (E.1).
أما النص باللغة الإنكليزية كان مختلف إلى حد ما. جاء النص على الشكل التالي ("بعد فحص مطالبتك والمعلومات المحدودة التي قدمتها ، تم الاستنتاج للأسف أن مطالبتك لا أساس لها ولا يمكن تلبيتها").

في 17 يونيو 2022، تلقيت بريد إلكتروني من دائرة الشؤون القانونية في المفوضية السامية للأمم المتحدة لشؤون اللاجئين في جنيف. ردًا على رسالة بريد إلكتروني أرسلتها إلى السيدة جيليان تريغز، مساعد الأمين العام للأمم المتحدة ومساعد المفوض السامي لمفوضية اللاجئين لشؤون الحماية، في 26 مايو 2022.
Note 1
The email clearly shows the intention of the UNHCR office in Lebanon (E - F), and the Legal Affairs Service of UNHCR in Geneva (H), not to expand the investigation in order to achieve justice and redress.
Non reply of the UNHCR office in Lebanon to answer a basic question considered inaction and obstruction of the investigation. (G.1).
يُظهر البريد الإلكتروني بوضوح نية مكتب مفوضية اللاجئين في لبنان (E - F)، ودائرة الشؤون القانونية لمفوضية اللاجئين في جنيف (H)، في عدم توسيع التحقيق من أجل التوصل إلى العدالة والإنصاف.
