What is inter-layer short circuit?

• The insulation material of the coil (such as enameled wire) may have defects such as air pockets, cracks, or thinning during the production process.

• During the winding process, the coil may be scratched during the assembly and riveting stages, leading to insulation damage or perforation.
  Over time, the insulation material may degrade, be affected by moisture, or experience other aging effects, leading to a decline in its insulation performance.

Why is inter-layer short circuit testing necessary?
