You will start by taking on the role of an explorer on an expedition and get to know one area of your problem space very well. Your mission will be to understand how people within your assigned part of the problem space live and what they do by shadowing them, working with them, and discussing with them. You will basically take a walk in their shoes for a week or two. To make the most out of your time with them you will need to prepare well and read up on everything you can find.

Visit, talk, rub your hands. Understand what the user's reality is. Find out what your needs and problems are. What do they like, what don't they like?
You will also design mechanisms to be used in your project organization to make sure that even though you divide work in parts, important knowledge and information will be shared and absorbed by the team as a whole.

What do other institutions to solve this challenge? What do they use? What's new in tech? Think about strategies, dynamics, products, services, look for as many things as you can.
