PARLIAMENTARY ORDER NO. 03

ESTABLISHING THE OFFICIAL TWITTER, INSTAGRAM, AND YOUTUBE ACCOUNTS OF THE PARLIAMENTARY LEAGUE OF STUDENTS IN POLITICS
WHEREAS, item letter b and c, Section 3, Article II, Chapter I of the 2021 Constitution of the Parliamentary League of Students in Politics provides that the P-POL as an academic organization exists to “promote student engagement and empowerment through dialogue, civic involvement, cooperation, collaboration, and social volunteerism within and outside the school community, and establish a sense of community where members commune with one another and are united in realizing their individual and shared interests;”
WHEREAS, the establishment of academic social media accounts shall help the Members to be more active and participative in all endeavors of the Parliament virtually. The P-POL, other than Facebook, shall have Twitter, Instagram, and YouTube accounts to increase its audience and encourage every member in sharing information apropos the organization and the HCDC institution. The creation of the social media accounts of the P-POL is to expand the P-POL’s population and not for popularity;
WHEREAS, the P-POL shall encourage more political thoughts and opinions from students to be posted on P-POL’s social media platforms as part of the Parliament’s commitment to protect and uphold the highest moral standards to safeguard its role as agents of social change. In addition to political thoughts and opinions, the P-POL social media accounts shall perform any means necessary, such as posting infographics, facts, statements of significant dates and figures in history and among others;
WHEREAS, the Official Facebook Page of the P-POL was the first social media account of the organization. The latter would keep members up to date on all of the Parliament's events, obligations, and activities. Court jurisprudence, infographics, quotes, statements of significant dates and figures in history, and among other posts relating to the P-POL and the institution's academic and extracurricular activities will be the content therein;
WHEREAS, The Official Twitter Account of the P-POL shall have similar content with the P-POL's Facebook Page. It shall focus on academic-related posts, extracurricular, and among others;
WHEREAS, the Official Instagram Account of the P-POL shall contain academic and extracurricular post with similar content in Facebook Page and Official Twitter Account subject to the limitations; with the addition of birthday greetings for the Members of Parliament, certificates, recognitions, quotes, and among others;
WHEREAS, the Official YouTube Account of the P-POL shall contain video discussions on Parliamentary Rules and Procedures Workshops, Political Science promotional campaigns, clips of the Debate Competitions, and among other video documentations regarding the activities of the organization.
NOW, THEREFORE, I, FRANCIS JOSEPH B. PAGULAYAN, Prime Minister of the Parliamentary League of Students in Politics, by virtue vested in me by the Constitution, do hereby order:
Section 1. Establishment. All issuances and documents of the Organs and Standing Committees of the Parliament shall be posted in the Official Gazette, Official Facebook Page, Twitter, and Instagram Accounts of the P-POL. All organizational videos shall be posted in the YouTube Account of the P-POL.
Section 2. Limitations. All posts and tweets are subject to approval of the Moderator, the Prime Minister and the Deputy Prime Minister, Secretariat, and the Minister of Communication. No posts or tweets shall be permitted in all social media accounts of the P-POL unless the approval was obtained through inspections. All posts and tweets shall be scrutinized to avoid unnecessary comments from the outside of the organization.
Section 3. Information Dissemination. The Prime Minister shall inform all the Members of Parliament regarding the creation of all social media accounts of the P-POL. All Members of the Parliament shall follow all the social media accounts of the P-POL mandatorily.
Section 4. Publication. A copy of this Parliamentary Order should be published on the official platforms of the Parliamentary League of Students in Politics.
Section 5. Construction. This Parliamentary Order shall be liberally construed, interpreted, and applied in accordance with the 2021 Constitution of the Parliamentary League of Students in Politics.
Section 6. Separability Clause. If any provision of this Parliamentary Order is declared unenforceable or unconstitutional, the remainder thereof shall not be affected.
Section 7. Repealing Clause. All ordinances and orders inconsistent with the provisions of this Parliamentary Order shall be considered amended or modified accordingly.
Section 8. Effectivity. This Parliamentary Order shall take effect immediately.
RESOLVED FURTHER, that the Prime Minister and the Moderator of the Parliamentary League of Students in Politics shall be duly authorized to sign this Order for and on behalf of the Parliament.
RESOLVED FINALLY, that a copy of this Order be published on the official platforms of the Parliamentary League of Students in Politics.
