The Parliamentary Assembly shall be the principal deliberative organ of the Parliament to discuss organizational matters and formulate ordinances, resolutions, policies, and programs for the collective benefit of the organization. The legislative power shall be vested in the Members of Parliament who compose the Parliamentary Assembly. The executive power shall be vested in the Prime Minister.

The Prime Minister, who is elected via a majority vote by the Members of Parliament, is the overall head of the Parliament and the P-POL. He/she shall defend this Constitution and execute all ordinances, resolutions, policies, and programs of the organization.

The Deputy Prime Minister is the second-highest-ranking officer of the Parliament elected via a majority vote by the Members of Parliament from the same political party of the Prime Minister.
