PARLIAMENTARY ORDER NO. 02

PROMOTING EQUAL OPPORTUNITY, STUDENT EMPOWERMENT, AND ACTIVE PARTICIPATION OF ALL MEMBERS OF THE PARLIAMENT
WHEREAS, item letter b and c, Section 3, Article II, Chapter I of the 2021 Constitution of the Parliamentary League of Students in Politics provides that the P-POL as an academic organization exists to “promote student engagement and empowerment through dialogue, civic involvement, cooperation, collaboration, and social volunteerism within and outside the school community, and establish a sense of community where members commune with one another and are united in realizing their individual and shared interests;”
WHEREAS, the Parliament recognizes the individual strength of all the Members of Parliament. The Parliament promotes an egalitarian government that shall bring justice, fairness, and equality for all. An opportunity that allows each individual to grow into the best version of themselves through team building and collaboration. Members of Parliament are free to enact legislation for the benefit of the organization. Every single person in the Parliament has ideas and aspirations that shall help and inspire all the Members and in building a unique and indissoluble Parliament worthy of service.
WHEREAS, the Parliament recognizes the student acquired knowledge in the arts of politics and leadership to shape them to become effective agents of social transformation. Promoting student engagement and empowerment through dialogue, civic involvement, cooperation, collaboration, and social volunteerism within and outside the school community. Establishing a sense of community where members commune with one another and are united in realizing their individual and shared interest through unique potentials.
WHEREAS, Within and outside of the organization, the Parliament is a firm advocate of unity and peace. The members shall be committed to going beyond politics, differences, and all the quandaries in order to build a stronger Parliament as one family. All members, including the elected and appointed officials, shall have their respective roles and responsibilities. All members are encouraged to actively and effectively participate in all of the Parliament's endeavors, both within and outside the organization and the institution.
WHEREAS, Section 3, Article VI, Chapter I of the 2021 Constitution of the Parliamentary League of Students in Politics provides that the Prime Minister, who is elected via a majority of votes by the Members of Parliament, is the overall head of the Parliamentary and the P-POL. He/she shall defend this Constitution and execute all ordinances, resolutions, policies, and programs of the organization.
NOW, THEREFORE, I, FRANCIS JOSEPH B. PAGULAYAN, the Prime Minister of the Parliamentary League of Students in Politics, by virtue of power vested in me by the Constitution, do hereby order:
Section 1. Proposed Measures. Every member is highly encouraged to propose ordinance, resolutions, and necessary legislation for the benefit of the organization, subject to the legislative process under the 2021 Constitution of the P-POL. The Parliament is expected to be consistent in producing results that will bring members closer to its desired outcomes.
Section 2. Articles and Editorials. Encourage all members to write official statements and commentaries on current issues and events in our country and around the world. All the articles and editorial notes shall be subject to the approval of the Office of the Prime Minister, Office of the Deputy Prime Minister, and the Secretariat. All articles and editorial notes of all the members shall be posted every week, specifically on Thursday in the Official Website of the P-POL. The same will be posted on the P-POL Facebook Page and other social media accounts. Students are prohibited to plagiarize statements coming from the web, unless otherwise provided that the statements are coming from a Court jurisprudence and legal provisions. Each article shall score less than 19% of plagiarism tests.
Section 3. Communication. Maintain strong connections through the use of feasible means of the Parliament (e.g., Messenger, Google Classroom, Google Chat, Twitter, Instagram). The aforesaid feasible means shall help the elected and appointed officers of the Organs of the Parliament to connect and reach out to all the Members;
Section 4. Students’ Specialization. Recognize the individual competencies and achievements of all members. In the course of promoting equality and empowering students, the P-POL shall make individual Electronic Certificates for members who are achievers at the end of every semester, which shall be posted on the Official P-POL website and Facebook Page. Concomitantly, a fixed template design for special greetings of birthday celebrants shall be created.
Section 5. Fund Appropriations. The Economic Assembly, in collaboration with the Committee on Finance and Audit, may appropriate funds necessary for the conduct of special activities.
Section 6. Information Dissemination. The Office of the Deputy Prime Minister and the Secretariat shall conduct seminars or webinars to educate the Members of Parliament on how to make an ordinance, resolution, and necessary legislation in the Parliament. The Secretariat shall assist all members to post their respective articles and editorial notes subject to the Prime Minister and Deputy Prime Minister’s approval.
Section 7. Duty of All the Members of Parliament. All Officers and Members of Parliament shall be obliged actively and effectively participate in all the endeavors of the Parliament. Promote opportunity to all the members and empower one another to achieve the collective benefit of the organization pursuant to the 2021 Constitution of the Parliamentary League of Students in Politics.
Section 8. Construction. This Ordinance shall be liberally construed, interpreted, and applied in accordance with the 2021 Constitution of the Parliamentary League of Students.
Section 9. Separability Clause. If any provision of this Ordinance is declared unenforceable or unconstitutional, the remainder thereof shall not be affected.
Section 10. Repealing Clause. All ordinances and orders inconsistent with the provisions of this Ordinance shall be considered amended or modified accordingly.
Section 11. Effectivity. This Parliamentary Order shall take effect immediately after its publication in the Official Gazette of the P-POL.
RESOLVED FURTHER, that the Prime Minister and the Moderator of the Parliamentary League of Students in Politics shall be duly authorized to sign this Order for and on behalf of the Parliament.
RESOLVED FINALLY, that a copy of this Order be published on the official platforms of the Parliamentary League of Students in Politics.
