PARLIAMENTARY ORDER NO. 01

ESTABLISHING THE OFFICIAL GAZETTE OF THE PARLIAMENTARY LEAGUE OF STUDENTS IN POLITICS (P-POL)
WHEREAS, item no. 4.2.4, Section 4, Article VI, Chapter I of the 2021 Constitution of the Parliamentary League of Students in Politics provides that the Prime Minister shall issue an Order, Proclamation, Memorandum, and other related issuances;
WHEREAS, there shall be published Official Gazette (1) all important legislative acts and resolutions of a public nature of the Parliamentary Assembly of the Parliamentary League of Students in Politics; (2) all parliamentary and administrative orders and proclamations, except such as have no general applicability; (3) advisory opinion of the Judicial Assembly as may be deemed by said en banc of sufficient importance to be so published; (4) such documents or set of documents as may be required by Ordinance to be published; and (5) such documents or set of documents as the Prime Minister of the P-POL shall determine from time to time to have general applicability and legal effect, or which he may authorize so to be published.
WHEREAS, the establishment of the Official Gazette shall bring valid information not only to the Members of Parliament, as well as the students of other departments regarding the organizational agendas, events, activities, and programs for the collective benefit of the Parliament and its members. It shall serve as a window of the organization for others to see the goals and aspirations of the Parliament within the institution;
WHEREAS, Section 3, Article VI, Chapter I of the 2021 Constitution of the Parliamentary League of Students in Politics provides that the Prime Minister, who is elected via a majority of votes by the Members of Parliament, is the overall head of the Parliamentary and the P-POL. He/she shall defend this Constitution and execute all ordinances, resolutions, policies, and programs of the organization.
NOW, THEREFORE, I, FRANCIS JOSEPH B. PAGULAYAN, Prime Minister of the Parliamentary League of Students in Politics, by virtue vested in me by the Constitution, do hereby order:
Section 1. Establishment. The Official Gazette shall be established and shall be launched after the oath taking of the Prime Minister and the Cabinet Ministers. The Prime Minister shall sign its first parliamentary order hereof signaling the start of his term of office;
Section 2. Necessity. The Official Gazette shall be a site that publishes memorandums, ordinances, resolutions, policies, programs, and advisory opinions. The minutes of the meetings of sessions, meetings, and assemblies shall, as well, be published in the Official Gazette for the Members of Parliament to have an easy access to it as the same serves as an organizational directory;
Section 3. Activities of the Parliament. All activities, events, and programs; documents and issues of the Parliament shall be announced and published in the Official Gazette as our main public organizational directory. Site link of the Official Gazette shall be published and posted in all social media accounts of the P-POL;
Section 4. Information Dissemination. All information and announcement by the Prime Minister, the Secretariat, the Economic Assembly, and the Judicial Assembly regarding their respective obligations and functions shall be published in Official Gazette of the P-POL for references;
Section 5. Duty to Uphold and Preserve the P-POL Documents. The duty of all Members of the Parliament shall uphold and preserve all the corresponding documents of the organization from the enactment of this Ordinance until to the next administrations to come. The Official Gazette sole purpose is to keep and preserve the published legislations such as memorandums, resolutions, programs, policies, parliamentary orders, proclamations, advisory opinions, and among other agendas for the collective benefit of the organization. Moreover, the Official Website sole purpose is to preserve the published articles and editorial notes with the ideas and insights of all the Members of Parliament;
Section 6. Construction. This Parliamentary Order shall be liberally construed, interpreted, and applied in accordance with the 2021 Constitution of the Parliamentary League of Students in Politics;
Section 7. Separability Clause. If any provision of this Parliamentary Order is declared invalid or unconstitutional, the remainder thereof shall not be affected;
Section 8. Repealing Clause. All orders and other issuances which are inconsistent with any of the provisions of this Parliamentary Order are hereby repealed or modified accordingly;
Section 9. Effectivity. This Parliamentary Order shall take effect immediately after its publication in the Official Gazette of the P-POL.
RESOLVED FURTHER, that the Prime Minister and the Moderator of the Parliamentary League of Students in Politics shall be duly authorized to sign this Order for and on behalf of the Parliament.
RESOLVED FINALLY, that a copy of this Order be published on the official platforms of the Parliamentary League of Students in Politics.
