MEMORANDUM NO. 01-2022
Pursuant to Section 9 (9.5), Article VI, Chapter I of the 2021 Constitution of the Parliamentary League of Students in Politics, the undersigned officers of the Judicial Assembly respectfully issue this Memorandum to inform that the JA review the constitutionality thereof. It is emphatically the province and duty of the judicial department to say what the law is. By constitutional fiat, the Judicial Assembly has the principal power to interpret and apply the provisions of the 2021 P-POL Constitution and the ordinances, resolutions, and policies that the Parliament has yet to enact.

Under our sui generis parliamentary democratic system, the Constitution empowers the Judicial Assembly to prescribe judicial doctrines, which shall be binding on all organs and committees unless reversed, repealed, or modified for being inapplicable, unjust, or impossible for the organization.
At this point, the undersigned officers of the Judicial Assembly were satisfied and found no other recommendation to the Committee where the amended or revised version originated from. Thus, the undersigned officers of the Judicial Assembly reviewed and approved the constitutionality thereof.
WHEREFORE, PREMISES CONSIDERED, an ordinance enacting the Code of Ethics of the Parliamentary League of Students in Politics Pursuant to item no 8.9., section 8, Article V, Chapter 1 of the 2021 Constitution of the Parliamentary League of Students in Politics is hereby constitutionally reviewed by the undersigned officers of the Judicial Assembly
UNANIMOUSLY ADOPTED by the Judicial Assembly this 10 th day of November 2022 in Davao City, Philippines.
