Background and General objectives 

Mongolia, being landlocked and squeezed by China and Russia, the only nations bordering the country, has a strategic objective to reach to the world through the third states. In doing so it is searching for a strategic partnership with the EU, recognizing it as a global center of technology and innovation, as well as its most important trade partner after the two neighboring countries. The EU-Mongolia partnership has been successful and dynamic so far, as underpinned by the EU-Mongolia Partnership and Cooperation Agreement (2017). Creation of quality jobs in non-mining sectors and sustainable growth (prioritized by the EU Multi-Indicative Program 2014-2020), as well as environmental quality and resilience to global environmental change and social cohesion are the most important and rapidly expanding cooperation areas, which are also gaining critical importance as the EU Green Deal is being rolled out and increasingly recognized as a prototype for a desired global development trajectory for the next 30 years. 

EU Green Deal includes a set of innovative strategies and policies for new and sustainable growth, aiming to transform EU to a climate-neutral, fair and prosperous society, with a modern, resourceefficient and competitive economy. While the knowledge and understanding of EU institutions, policies and best practices are becoming important competences for employees at public bodies, real sector, NGOs as well as the academia, the relevant educational offer in Mongolia is still very limited across the whole range of disciplines. Noteworthy, not a single Jean Monnet action took place in Mongolia historically. In order to fill the gap in education provision and research, this project (ONE) will include the EU Green Deal perspective and policy areas as the basis for achieving the following general objectives:, 

This way ONE explicitly addresses the Call general objective and its specific objectives 1 and 2.

In terms of Relevance, ONE promotes EU values, enhances awareness of the EU and facilitates future engagement of citizen with the Union through a comprehensive educational package explaining EU governance, institutions, and policies. Importantly, exploring through its courses EU best practices in the field of environmental protection and natural resource management in Mongolian context, ONE will reach environmental & climate scientists and forestry & energy engineers, which, altought not normally exposed to EU studies, are perfectly in line with the objectives and policy areas of the EU Green Deal
