New Philadelphia City Schools Master Plan
In the summer of 2025, New Philadelphia City Schools was invited into the Classroom Facilities Assistance Program (CFAP) to receive 55% of their master plan funding from the Ohio Facilities Construction Commission (OFCC). This co-funding opportunity allows the district to pursue two new schools at a greatly reduced local cost—essentially enabling the district to fund both buildings with the local cost of just one.
The entire master plan would be accomplished in a single phase.

In order to best prepare for the future of New Philadelphia City Schools facility needs, the district is embarking on a master plan project to better understand the long-term facility needs for the district. These efforts ensure that students have access to the best possible educational environment and that the district makes the best possible use of community funds.
Currently, the district operates 7 buildings:
New Philadelphia High School and Welty Middle School (6th-12th Grade)
Central Elementary School (5th Grade)
East Elementary School (PreK-1st Grade)
South Elementary School (2nd-3rd Grade)
West Elementary School (Prek, 4th Grade)
York Elementary School (1st Grade)
Front Street Elementary (District Administration)
While these buildings continue to serve the district, as they age they will require more costly repairs. Some of the mechanical systems are reaching the "end of their lifecycle" and will require replacement. The district is working with an architect to understand building configurations, schedules and timelines, cost and budget issues and how facilities can impact the district for the next 70 years.
To support future growth in the community, new students and the changing world.
To explore the best possible educational environment for students and continue our tradition of excellence.
To develop a strategy for district facility plans and ensure the most efficient use of taxpayer dollars.
Partner with our community to develop a solution that allows everyone to participate and benefit from the solution.
The New Philadelphia City Schools Board of Education adopted a new Strategic Plan on January 10, 2023. This new plan outlines the goals and objectives that the District will prioritize for the next three years. This plan was developed in collaboration with district stakeholders including community members, parents, staff, and students. Quarterly updates will be shared to communicate the progress that is being made over time.
Goal 1 outlines developing success and transparency on our Facilities, Finance and Transportation operations. This Master Planning Process helps to further that goal.
