Staff Recommendations: (Needs Revisions)
Based on FEMA research this two-family building was constructed from 1910-20. The building has retained its wood windows, French doors, wood columns and craftsman balustrade. Currently, the building has been altered with the removal of the original columns, balustrades, and the addition of an entablature. The demolition definition includes any actions that occurs within a five-year period to a building in a historic district. The initial changes did not trigger HDLC Commission review, as they did not meet the thresholds. However, the current changes to the fenestration and openings, coupled with the previous actions constitute approximately 32.3% demolition of the primary façade.
The addition of the Ionic and Corinthian columns, as well as the addition of an entablature are not indicative of the historic context of the building. Since the last meeting Staff has worked with the applicant to discuss a path forward. It was noted that the primary façade had already been altered predominantly on the right side. The path agreed upon was to move forward with the addition of more appropriate Greek Revival detailing at the primary elevation in order to align with the entablature and column additions. Staff has no objection with the proviso that the first floor windows not have the transoms and that the windows are true slip head windows that meet the floor of the porch.
