The National Capital Region Training Center (NCRTC) traces its origin from the defunct National Capital Region Training School (NCRTS).
The NCRTC name already existed before it ceased operations when then Chief PC/INP, Director General Cesar Nazareno, issued General Orders No. 393 on August 14, 1990, merging the PC Training Commands and INP Training Commands into one unified training unit.
In 1993, when the Philippine Public Safety College (PPSC) was fully operationalized, the NCRTC was reactivated pursuant to PPSC Memorandum Circular 93-29, dated November 3, 1993.
The NCRTC resumed its function at Camp General Mariano N. Castañeda, Silang, Cavite, alongside the PNP Training Command (TRACOM) with PSUPT Reynaldo M. Oblimar as the first Training Commandant under the supervision of the PPSC.
When the Philippine National Police Academy (PNPA) took over Camp Castañeda as its permanent site on April 13, 1994, NCRTC transferred to Camp Vicente Lim, Brgy. Canlubang, Calamba, Laguna.
The Police National Training Center (PNTC) was later reorganized as the Police National Training Institute (PNTI) and integrated into the PPSC as one of its main constituent units.
On May 12, 1994, the NCRTS was activated pursuant to PNTI Special Order No. UP 056, dated May 20, 1994.
It operated continuously at Camp Vicente Lim for nine (9) years, from 1994 to 2003.
During this time, six (6) Training Commandants successively led NCRTS, ensuring its smooth operations and training programs.
On June 8, 2003, the NCRTS was officially transferred to Camp Bagong Diwa, Bicutan, Taguig City, after a request from the National Capital Region Police Office (NCRPO) headed by PCSUPT Reynaldo Velasco.
The facility, covering 8,293 square meters, was previously occupied by the Jail National Training Institute (JNTI), which was later relocated to Camp Vicente Lim.
PSUPT Ronald D. Sison served as the first head of NCRTS at its new location.
During this time, the title “NCRTS Commandant” was officially changed to Training Director to align with institutional restructuring.
Today, the National Capital Region Police Training Center (NCRPTC) continues to play a vital role in the training, education, and professional development of police personnel in the National Capital Region.
It operates under the capable leadership and supervision of Police Colonel Marlon Ventura Rufo, upholding the values of discipline, integrity, and excellence in public service.
