The 1871-1873 Philippine government was being under by the governor-general Rafael Izquierdo. Rafael Izquierdo only ruled for almost three years but during that time much has changed in history. Rafael Izquierdo proclaimed as a Governor-General of the Philippines on the date of January 18, 1871. After he arrived in the Philippines, he had a bad impression of the country and he wrote to his friend that it was a full book to describe all the ills of the country.

Rafael Izquierdo implemented a decree which is the religious orders from teaching will be banned and he secularized the schools in the Philippines. Izquierdo desiderated that the school for boys will be separated to the school of the girls, and all student will be going to attend primary schools. He wanted to raise the salary of the teachers and he increased the number of the teacher in his time. Izquierdo’s problem is the colonial treasury is empty because the Madrid needed a fund to rebuild its peninsula after the Glorious Revolution. To support those projects of his government he takes loans from provincial treasuries. By doing that, the abolition of privileges of the workers and native army members of the arsenal and the prohibition of the founding of school of arts and trades for the Filipinos happened, which the general believed as a cover-up for the organization of a political club. Because of that, provinces wanted a revolution because they are affected of bad doings of Izquierdo. The La Algarada Caviteña gave Governor General Izquierdo a pretext to implicate the secular priest GomBurZa. By a meeting, the execution of Gomburza seen as a turning point.
