Measurable Annual Goals And Objectives Using TEKS Standards
Federal regulations require that all students have access to and be assessed on the state-mandated curriculum. Every IEP should reflect access to the state-mandated grade level course curriculum, Texas Essential Knowledge and Skills (TEKS). Students who access the grade-level or course TEKS through modifications may receive instruction that changes, lowers, or reduces learning expectations. IEP goals that indicate modified content should be specific to the students area of need, addressing how the content will be modified so that the student can acquire the necessary skills to continue progressing in the grade–level or course curriculum. The IEP goals could include how he grade-level or course content is simplifies or scaffolded to facilitate student understanding. The IEP goals do not have to incorporate the entire grade-level or course TEKS verbatim
Criteria for a Measurable Goal
1. Time Frame– by the end of 6 weeks, at the end of 36 school weeks.
2. Condition- when given a grade level passage the student will…
3. Behavior– student will summarize, give main idea, answer fact and fiction questions, interpret data, draw conclusions.
4. Criteria- 9 out of 10 times for 3 consecutive weeks with 90% accuracy.
What is the difference between Academic goals and Functional Goals?
Academic:
· Are aligned to the state standards or TEKS.
· Accomplishes progress in general education curriculum
Functional:
· Are aligned to the PLAAFP for a specific area (transition, behavior, social skills, etc.)
· Accomplishes access to general education curriculum
Best Practice Suggestions for Creating Goals

B. Use the TEKS as your guide to create the goals.
C. The students PLAAFP should also be used as a data resource.
D. For students receiving modified content use language in the goal like…. “with simplified vocabulary”, “modified assessment”, or “intensive reading instruction”.
