LUMBIA SQUAD IN ACTION....
FIRST PHASE (FEBRUARY, 2023)
Several waste sources were identified in the barangay and these include:
Puroks with unorganized garbage collection system
Households located near cliffs and in secluded areas
Thirty eight (38) households from 4 different puroks complying the criteria required for WACS were randomly selected to participate in the 3-day study (February 25-26, 2023).
Based on the result of the study, the Barangay generated approximately 135kg/day of solid waste within the collection area. This is composed of 49.8% biodegradable, 27.5% residual waste, 14.8% special waste, and 7.9% recyclables. This indicates that most of the waste generated needs to be composted, and some of the waste needs to be collected by the garbage collector truck.
There was only one (1) MRF identified in the barangay but based on inspection, the MRF is not functional, wastes were not properly segregated and no fixed barangay personnel assigned in the monitoring of Material Recovery Facility (MRF).
Reviewing and securing the Barangay’s resolutions/implemented ordinance regarding SWM management with the Barangay officials
Last February 22, 2023, a meeting was held at Lumbia Barangay Hall with the barangay officials. Discussion regarding the existing and status of adopted Municipal Ordinances was held. Also, the data gathered from the survey and plans regarding solid waste management were also presented to the barangay council.
Meeting with the MENRO key personnel to review plans regarding the management of the Barangay’s garbage disposal system
Last March 01, 2023, a meeting was held with the MENRO officer at Ipil’s Municipal Hall. Problems regarding SWM were addressed, and the proposed long-term strategies were presented.
SECOND PHASE (AUGUST, 2023)
“BARANGAY-BASED HEALTH EDUCATION CAMPAIGN”
During senior citizen meeting, a total of 48 participants attended the health teaching session last August 20, 2023.
During the general health assembly, a total of 61 participants attended the said event last August 23, 2023.
“SCHOOL-BASED HEALTH EDUCATION CAMPAIGN”
A series of health teaching regarding on the process and importance of proper waste segregation and its benefits on health. A total of 80 (kinder to grade 3) participated the health education campaign held at Jesus Lauron Elementary School last August 31, 2023.
Installation of Information Education Campaign (IEC) such as tarpaulins and posters regarding proper waste disposal
A total of 4 (four) Information Education Campaign (IEC) materials were posted on different strategic location in each purok in Barangay Lumbia, Ipil.
Poster Making Contest with a theme of “SAKTONG PAGLABAY UG BASURA, LIMPYO UG HIMSOG NA LUMBIA”
A poster making contest was held at Jesus Lauron Elementary School last September 01, 2023, with the theme: “SAKTONG PAGLABAY UG BASURA, LIMPYO UG HIMSOG NA LUMBIA”. There was one representative from each grade level (Grade 4 to 6). All entries were judged based on the following criteria: Creativity: 50 %, Originality: 30 %, Relevance: 20 %.
Conduct an Educational Film showing emphasizing the significance of proper Solid Waste Management
A film viewing was conducted among (18) kindergarten students of Jesus Lauron Elementary School last August 31, 2023, with emphasis on the proper waste segregation, the use of 3 Rs (reuse, reduce, recycle) and the effects of improper waste disposal to health.
Dissemination of Information (SWM) through creative poster, signages on various strategic places in each purok
A total of 16 (sixteen) “No Littering” and “No Open Burning” signs were posted in different strategic location in each purok in Barangay Lumbia, Ipil.
Meeting to form a core group for monitoring of waste segregation
A meeting was conducted among 5 (five) members of the core group with the purpose of informing and assigning the tasks regarding the monitoring of waste segregation and the future plans and activities of Solid Waste Management (CHP).
Creation of an agreement with MENRO for the waste collection scheme
A Memorandum of Understanding was established between the Barangay Council and MENRO officer regarding the systematic waste collection scheme of Purok Mahayag in Barangay Lumbia every 15th and 30th day of the month.
THIRD PHASE (MARCH, 2024)
Create Memorandum of Understanding between the Barangay Council and Junk shop which stipulates the terms and condition on the collection of recyclable materials
The barangay council and Rea Mae Junk Shop signed a partnership to exclusively trade the scrap materials from the material recovery facility (MRF) of Barangay Lumbia to the junk shop.
Acquisition of communal trash bins for special and residual wastes per purok
On-going implementation:
● The procurement of communal trash bins is still ongoing, in partnership with the Philippine Airforce.
● Budget allocation for the materials for the construction of a waste holding area.
Future plans:
● Obtain and install 3 communal trash bins in each purok which will serve as a waste holding area prior to being collected by the garbage truck.
Collaborate with community residents for the creation of compost pit
As part of the implementation for the creation of the compost pit, Joseph Demorca, the purok leader of Mahayag, Lumbia, joined with the team to conduct surveillance to look for a potential location for the compost pit.
FOURTH PHASE (NOVEMBER 2024)
In line with Solid Waste Management (SWM) program was to conduct a Waste Analysis Characterization Study (WACS), this is for determining the types of waste mostly generated by Barangay Lumbia residents. This is the second part of the previous WACS activity.
Another Solid Waste Management (SWM) program was the creation of trash drums (Malata, Di-Malata, Magamit pa). The trash bins were acquired and painted and then distributed to certain locations for usage.
In line with SWM advocacy for proper waste disposal and practices. The ADZU SOM students in collaboration with the teachers of Jesus Lauron Elementary school and with the invitation of fellow students from Barangay Suclema as judge. The lantern contest was conducted and attended by students from Kinder to Grade 5 students.
FIFTH PHASE
(JAN-MARCH 2025)
Barangay Based SWM Post Evaluation
A total of 41 community members participated in the post-evaluation.

Signing of Barangay Ordinance for SWM
On January 8 2025, the Barangay approved and implemented a Solid Waste Management Ordinance,
developed in collaboration with the barangay committee, to establish comprehensive solid
waste management regulations within the barangay
Creation of Compost Pits
On March 5, 2025, in coordination with the Barangay Chairman and fellow members of the
community, a 4x4 meter square compost pit was established.
6TH PHASE
(APRIL-MAY 2025)
House-to-House Evaluation of SWM Practices
A total of 41 community members participated in the post-evaluation, which was conducted in the multipurpose building and in various households throughout the barangay. Of these participants, 88 % passed the post-evaluation exam, while 12 % did not pass.
Additional Waste Collection Sections
A total of 2 communal trash bins were turned over to the Barangay Officials and will be installed in identified selected key locations specifically in Purok Mahayag and Purok Mauswagon.
Trading of Scrap Materials from MRF
