You can rightclick your Windows Button. That will give the one of the following options: "Command Prompt", "Windows PowerShell", "Windows Terminal". When "Windows PowerShell" is explicitly mentioned, you will need to use either "Windows PowerShell" or "Windows Terminal". There will be an additional option saying "Admin" at the end. This will open the command prompt with elevated privileges. This can be useful for modifying system files or running certain commands.
You may also hit Win + R to open the run box. In there, you can type one of these commands to open a command prompt:
cmd - Standard Command Prompt
pwsh - Windows PowerShell
wt - Windows Terminal
To open the terminal in standard mode, simply hit ENTER.
To open the terminal in elevated (admin) mode, hit Ctrl + Shift + Enter.
Reboot your PC to the recovery environment (WinRE).
Navigate to Troubleshoot > Advanced Options > Command Prompt.
This will give you an Administrator Command Prompt (CMD)
Boot your PC from your Windows Installation media.
Select your Keyboard and Language, then hit Shift + F10.
This will give you a Command Prompt.
