Executive Order No. 14 (s. 2023) approved and adopted the Philippine Development Plan 2023-2028, which seeks to steer the economy back to a high-growth path, towards building an environment that provides equal opportunities to al Filipinos, and equipping them with skills to participate fully in an innovative and globally competitive economy.
The President's 8-Point Socioeconomic Agenda seeks to enhance bureaucratic efficiency and sound fiscal management, reinvigorate job creation, accelerate poverty reduction, establish livable and sustainable communities, promote agriculture and ensure food security, improve access to affordable and clean energy, and address gaps in education brought about by the COVID-19 pandemic.
The Pambansang Pabahay Para sa Pilipino Program, otherwise known as the "4PH Program," is among the priority programs of the Administration that ensures access of underprivileged and homeless citizens to adequate, safe, secure, habitable, sustainable, resilient and affordable homes.
Towards attaining a promising future for the nation, this Administration commits to embody a brand of governance and leadership that is focused on implementing an all-inclusive plan for economic and social transformation.
Bagong Pilipinas is the overarching theme of the Administration's brand of governance and leadership, which calls for deep and fundamental transformations in all sectors of society and government, and fosters the State's commitment towards the attainment of comprehensive policy reforms and full economic recovery.
Bagong Pilipinas is characterized by a principled, accountable and dependable government reinforced by unified institutions of society, whose common objective is to realize the goals and aspirations of every Filipino.
As a “branding and communication strategy,” Bagong Pilipinas will be “characterized by principled, accountable and dependable government” pledged to help Filipinos reach their “goals and aspirations,” .
All local government units (LGUS) are enjoined to actively promote and support the Bagong Pilipinas Campaign by incorporating the Bagong Pilipinas logo on the letterheads of their official documents and correspondence, websites, social media platforms, and display the Bagong Pilipinas logo in a prominent place in their provincial capitol, city/municipal/barangay hall.
Encourage community participation to promote and raise awareness on environmental responsibility:
Encourage LGUs to invest in programs, projects and activities (PPAs) which promote environmental management and ecological practices; and
Establish a recognition system for the exemplary performance of LGUs on environmental and ecological management.

Community Mobilization
It capitalizes on the strength and camaraderie of every community to be responsible and accountable, especially in ensuring a healthy and safe environment for future generations. It opens opportunities for every individual to participate in governance. It does not only provide a venue for participation but also ensures that every member of the community is doing their part of taking care of the environment.
Convergence
The program does not only harmonize the efforts within the Department but also ensures that the efforts of other national government agencies are integrated and maximized to ensure the full potential of its implementation.
Further, it also brings together the government, the community, civil society organizations, academe, and the private sector to consolidate the efforts and resources for a better outcome of the program.
Competence and Capacity
It acknowledges that the success of the program also entails the need for competent and capable local government officials and the informed public to be able to realize the objectives of this program.
Livable Communities - component pertains to projects that aim to make our communities safe and healthy to live in
Community Clean up (BARKADA)
a. The Department issued DILG MC No. 2023 - 133 re Barangay at Kalinisan Day (BARKADA) which enjoins all barangays to conduct weekly clean-up drive, preferably every Saturday to encourage public participation, within their premises.
b. The barangay Solid Waste Management Committee shall identify regular clean up sites - not limited to coastal areas, waterways, creeks, as well as public parks / streets / roads, vacant lots and other public spaces
c. all barangays, as part of the solid waste management interventions and with assistance from city / municipalities are encouraged to install traps or trash screens in esters / creeks and other tributaries to improve waste collection and disposal in waterways
d. ensure proper waste handling and waste disposals during cleaning drive
e. report number of participants and volumes of waste collected every month
Community-Based Solid Waste Management - his component pertains to the promotion of solid waste management interventions, and conduct of related capacity development activities to equip the community members and barangay officials, including members of the roads / streets managed by the barangays are clear and free from illegal obstructions
Barangay Road Clearing Operations (BARCO) - aligns with the objectives of the KALINISAN Program of providing safety and convenience among the public by ensuring orderly and well-maintained streets and roads. Updating all issuances relevant to the implementation of BARCO by ensuring roads / streets managed by the barangays are clear and free from illegal obstruction.
2. Green Communities - component refers to projects that aim to plant more trees and sustainable green edible spaces in our communities
Community Gardening (HAPAG) - the project also aims to strengthen the capacities of barangays toward sustainable agriculture initiatives, through barangay community gardening, wherein households and communities will be encouraged to produce fresh, healthy and affordable fruits and vegetables from their backyards and spaces, and vacant areas of the barangays.
Tree Planting Program
a. Republic Act No. 10176, otherwise known as the "Arbor Day Act of 2012," requires all LGUs to conduct and promote tree planting activities in their respective jurisdictions. This Act recognizes the vital role and importance of trees in ecological stability.
b. all concerned Barangay Officials, for the sustainability and maintenance of the planting sites, are required to conduct quarterly monitoring and cleaning of the planting sites under their care and assign barangay personnel for the quarterly maintenance of the planting sites
c. under the KALINISAN program, DILG advocates and revitalizes the conduct of annual tree planting activities as LGU's adherence to the Arbor Day Act of 2012 to combat the loss of natural resources and rejuvenate the environment
3. Accountable Green Barangay Governance - is focused on the performance of every barangay, through the Barangay Ecological Solid Waste Management Committee (BESWMC) and the Sangguniang Kabataan (SK) in environmental management
Kabataan Para sa KALINISAN - highlights the role of the youth in ensuring safe and healthy communities, creation of the Green Brigade. Green Bridate is composed of at least 25 members of the Katipunan ng Kabataan in each barangay
KALINISAN Performance Audit - barangays shall be assessed quarterly and annually to measure their compliance and performance in community-based solid waste management practices. Results of SGLGB specifically on Environmental Management shall be considered during the annual assessment
Area : Community Clean Up - 65 points
Indicators
- Conducted weekly cleanup
- Percentage of participants joined the clean-up
- Percentage of Barangay and SK Officials / Employees (BSKO/E) joined the clean up
- Reported volume of waste collected during clean up
Area : Solid Waste Management - 25 points
Indicators
- Free from garbage and debris along the streets and open spaces, including canals, drainage / waterways
- Presence of reduce reuse recycling or waste diversion activity / initiative for the quarter
- Presence of functional trash traps in waterways (bonus)
Are : Maintenance of Barangay Facilities - 10 points
Indicators
- Well-maintained Barangay Hall
- Well-maintained barangay facility (choose other than the barangay hall)
KALINISAN Recognition, Incentives and Awards - well performing LGUs shall be recognized :
- Cleanest Barangays in Highly in HUCs / ICCs
- Cleanest Barangays in Component Barangays
- Cleanest Barangays in 1st - 3rd Class Municipalities
- Cleanest Barangays in 4th - 5th Class Municipalities
- Special categories shall be given to CSO Partners, Private Sectors and Sangguniang Kabataan
- Incentives will be provided to the cleanest LGus in the form of program grants from partner agencies such as DOLE, DSWD, TESDA and MMDA
DILG Central Office
Take the overall lead in the implementation of the KALINISAN Program by collaborating with partner agencies.
Conduct national orientation to raise awareness and discuss specific roles of concerned stakeholders.
Coordinate with national government agencies on the program implementation.
Develop a monitoring system and capacitate assessment teams and validators
DILG Regional and Field Offices
Serve as the main implementers of the Program by coordinating with Regional counterpart of partner agencies on program implementation.
Monitor the compliance of all local government units to the components of the KALINISAN Program.
Organize regional and local level assessment teams as prescribed in the subsequent operational guidelines.
Orient local government units on the KALINISAN Program.
Provide technical assistance to local government units to include but not limited to conduct of orientation activities on KALINISAN Program
Submit report as prescribed in subsequent issuances.
Provinces, Cities and Municipalities
Provide incentives to well-performing barangays.
Utilize social media platforms in showcasing KALINISAN-related activities.
Provide technical and administrative assistance to barangays to include but not limited to the implementation of their respective solid waste management programs and provision of funds to implement such.
Allocate funds for the conduct of the performance assessment of their component barangays.
Barangays
Ensure compliance of their component barangays.
Conduct weekly clean-up activity.
Mobilize community residents and civil society organizations in the implementation of the KALINISAN Program.
Enact ordinances to support the implementation of the program.
Utilize social media platforms in showcasing KALINISAN-related activities.
Allocate funds for the condust of the weekly clean-up and establishment/maintenance of community gardens
Concerned City/Municipal DILG Officer shall recommend the top performing barangays based on the submitted reports for the period covered of the 2nd Quarter Validation and Assessments :

HAPAG sa Barangay 1st Semester Report - January - June 2024
Only the recommended barangays will be subjected to validation and assessment by the C/MVAT based on the indicators set by the differeent assessment components as prescribed in their respective technical guidenotes/guidelines
In determining the number of barangays to be recommended, it shall observe the following guidelines in determining the top barangays for each of the assessment component. However, the assessment team may opt to includ at least 2 or more barangays, in case the first top barangays will not pass the validation

Encoding of results via shared Google Spreadsheet for each component will start in the 3rd Quarter of YC 2024
The top barangays shall also be communicate the LGU for their information.
