The 1987 Philippine Constitution stipulates that it shall be the policy of the state to protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature. Consequently, the Local Government Code of 1991 mandates that all local government units shall ensure and support the right of the people to balance ecology and preserve the comfort and convenience of their inhabitants, among others, to promote general welfare. Further, RA 9003 or Solid Waste Management Act directs all LGUs to adopt and implement a "systematic, comprehensive and ecological solid waste program".
Hence, DILG launches the "Barangay at Kalinisan Day (BarKaDa)", a nationwide community-based clean-up drive program, anchored on the culture of bayanihan, that aims to maintain and provide a healthy and safe environment for the people through proper solid waste management. With reduced, if not eradicated wastes in various waterways, the program also aims to contribute to mitigating the impacts of flooding, as well as maintaining a clean surrounding to prevent the spread of diseases, such as dengue.
Pursuant to DILG MC 2023-133, the Barangay at Kalinisan Day enjoins all barangays to conduct a weekly clean-up drive, prefereably Saturday to encourage public participation, within their premises.
A national launching of the program was held on September 16, 2023, with the theme "Buhayin and Diwa ng Bayanihan: Mag-Volunteer Tayong Lahat para sa Kalikasan", as a kick-off activity in the celebration of Clean-up Week, as well as observance of the International Coastal Clean-Up Day.
The Department has been urged to enhance the KALINISAN sa Bagong Pilipinas Program. Measures identified to intensify our efforts under the program are to ensure that clean-up drives also focus on ensuring garbage-free and functional canals and drainage systems. By institutionalizing these clean-up efforts, LGU's can better prepare for and mitigate the impacts of future weather disturbances, ultimately to help safeguard communities from extreme flooding and related disasters.
