DILG Memorandum Circular (MC) No. 2023-017 dated January 25, 2023 pertaining to the Reiteration of DILG Issuance/Policies on the Implementation of Barangay Road Clearing Operations (BaRCO), with the emphasis on the roads/areas that are under the management of barangays, such as all barangay roads, minor/tertiary roads, streets, alleys, and other roads officially turned over to the barangays.
The Region 10 Consolidated BaRCO Report for December 2024 is now available. This report offers insights into the continuous conduct of road clearing operations in adherence to the policies of the Department.
The above matrix shows the number of barangays in Region 10 that conducted BaRCO, as well as the percentage of the barangay that conducted and did not conduct BarCO and the percentage of unreported data as of January 30, 2025.
As shown in the matrix, out of 2,022 barangays, 1,274 (63.01%) conducted road clearing operations and/or maintained cleared roads, alleys, and streets within their jurisdiction. Additionally, 19.63% of barangays did not conduct any road clearing operations. Furthermore, 17.36% of barangays, or 421 barangays, failed to submit BaRCO status reports.
Figure 1.1 shows the percentage of barangays that conducted BaRCO per province and HUC. The BaRCO report indicates the following rates: Bukidnon with 65.09% (302 barangays), Camiguin with 86.21% (50 barangays), Lanao del Norte with 64.94% (300 barangays), Misamis Occidental with 69.59% (341 barangays), and Misamis Oriental with 62.74% (266 barangays). For HUCs, Iligan City had 34.09% (15 barangays), while Cagayan de Oro City failed to submit the BaRCO status report.
Figure 1.2 illustrates the percentage of unreported data from provinces and HUCs as of January 30, 2025. While Bukidnon and Iligan City have submitted complete data, Cagayan de Oro City has the highest percentage of unreported data at 100%, followed by Misamis Oriental (33.02%), Lanao del Norte (14.50%), Misamis Occidental (12.65%), and Camiguin at 3.45%.
Overall, the actual results may be higher than the data above, as some LGUs failed to submit their reports.
