The Department issued DILG Memorandum Circular No. 2024-001, dated January 3, 2024 that introduced the KALINISAN (Kalinga at Inisyatiba para sa Malinis na Bayan) sa Bagong Pilipinas Program. It is a convergence initiative of the Department to consolidate and intensify all our efforts to maintain and provide a healthy and safe environment for all by capacitating local government units and enabling community participation anchored on a new brand of "Bayanihan"
One of the components of KALINISAN is the community clean-up activities.
Consequently, the Department issued DILG MC No. 2023 - 133 re Barangay at Kalinisan Day (BARKADA) which enjoins all barangays to conduct a weekly cleanup drive, preferably every Saturday to encourage public participation, within their premises.
In relation to this, DILG MC No. 2024-659 re: Program Framework for the KALINISAN sa Bagong Pilipinas establishes a quarterly audit in line with the directive of the President to ensure that the performance of barangays is assessed, monitored and recognized.
Assessment Team
a. An assessment team per city/municipality, chaired by DILG and composed of at least 1 CSO representative, who is a member of the Local Development Council, shall be organized. If practicable, it is encouraged that the same CSO representatives in BARCO and HAPAG assessment be engaged.
b. The C/MLGOO, when necessary, may organize a bigger assessment team composed of personnel from city/municipal government.
c. A cross-posting assignment system will be employed during the assessment. The assessment team of a city/municipality shall assess the barangays of another LGU within the province.
d. The DILG Provincial Office, or the DILG Regional Office in case of HUCs and ICCs, shall strategize on the cross-posting of cities/municipalities within their area of jurisdiction.
e. The DILG Regional/Provincial Office, as the case maybe, may issue a Regional/Provincial Order, or other similar issuance, for the cross-posting assignments to include the names of the assessors, including CSO
