Paul Elvere Delsart, a French citizen of fifty per cents Cameroonian origin, was born in Edéa, Cameroon, and spent his childhood in this country until the age of 10. He stands out for his innovative societal vision and ambitious action plan. As a social engineer, eco-entrepreneur, game master, and author of social fiction, he proposes a groundbreaking development model that combines participatory engineering, ecology, and societal diplomacy.

Founder of the Think and Do Tank Le Papillon Source EL4DEV, Paul Elvere DELSART advocates for a global project aimed at transforming society through educational and ecological infrastructures, intermunicipal cooperation, and transnational initiatives. His approach is based on an innovative concept: Fiction-Reality, which harnesses the power of storytelling to inspire social change and mobilize populations around a shared vision.

His flagship initiative, the Green Empire of the East and the West, also known as the EL4DEV Confederation, aspires to create a new golden age based on cooperation among peoples and sustainable development.
