The complexes and cities labeled LE PAPILLON SOURCE are the infrastructures of the Green Empire of the East and the West

The Green Empire of the East and the West, also known as the EL4DEV Confederation, is the societal vision of Paul Elvere Valérien DELSART.

This concept is presented in the form of a large-scale Live Action Role-Playing game in an Alternate Reality, a massively multiplayer strategy game in which the boundary between fiction and reality is especially imperceptible, if not nonexistent.

The goal of the game is to collectively found a new, fair, and balanced civilization and to transform the earth into a non-hostile forested planet where all living beings thrive. This is achieved by initiating and carrying out numerous monumental projects across the entire planet.

Each user then becomes a stakeholder in constructing the future global civil society and in its self-regulation, based on universal principles of ethics. This unique game is highly experiential and culturally transformative, as participants act as reformers of society’s entire structure and codes. The particularity of the game lies in its highly innovative transmedia storytelling.

The Green Empire of the East and the West is a vast ecological and societal empire integrating all the nations of the East, West, North, and South, unparalleled in human history due to its unique characteristics: a highly prosperous empire over time; an empire in which all nations and territories are sovereign and self-sufficient.

This is a real confederation of agro-climatic vegetal complexes and small municipalities (under 5000 inhabitants) located across the four corners of the world, interacting in a decentralized manner through numerous cooperative agreements aimed at a shared goal.

Also known as the EL4DEV Confederation, the Empire functions as an ethical supranational body, a sort of alternative United Nations. It presents itself as an innovative organizational structure, an international organization with the purpose of supporting all peoples and nations worldwide. Unlike a federation, which involves central power, the confederation emphasizes the sovereignty and empowerment of all territories, communes, and peoples engaged in this dynamic.

The Green Empire of the East and the West has its own action plan: the participative engineering program called EL4DEV. EL4DEV is both a social, economic, cultural, and political vision of people's empowerment and autonomy, and a movement or mechanism aimed at uniting them into a global community that respects all forms of life.

The Green Empire of the East and the West has its own agro-climatic infrastructures. These include educational tourist cities and eco-landscape complexes labeled LE PAPILLON SOURCE and their vertical vegetal structures emitting beneficial electromagnetic waves, called The Vegetal Calderas.

LE PAPILLON SOURCE designates various national districts consisting either of a primary tourist city and several satellite eco-landscape complexes, all self-regulated and interconnected, or solely several satellite eco-landscape complexes. These locations are substantial revenue sources and centers of expertise that allow the Empire to establish and organize numerous societal projects. These infrastructures ensure the production of various food products and play an important societal role on a regional scale by distributing surplus freely to associations and to the most underprivileged individuals.

In sum, LE PAPILLON SOURCE is a transnational participatory subprogram of terraformation, meaning a process to transform the natural environment.

The Green Empire of the East and the West represents the realization of multiple political-societal unions integrated by numerous peoples, municipalities, and nations from all over the world. Some of these political-societal unions are materialized through the subprogram THE MUNICIPALITIES COUNTERATTACK, a transnational program of intermunicipal cooperation aimed at integrating and revitalizing isolated and disadvantaged territories. Several municipalities (notably the smallest ones—less than 5000 inhabitants) come together in Societal Economic Interest Groups to co-finance transnational events for decentralized cooperation and the innovative infrastructures labeled LE PAPILLON SOURCE.
