The guide is intended for Monitoring & Evaluation (M&E) officers, National Drug Policy Compliance Officers (NDPCO), and public health pharmacists (PHP) involved in data collection for the DOH-PD's M&E framework.
The M&E Framework is a tool used to track progress, identify gaps, and improve access to essential medicines by using 62 indicators spread across the pillars of medicine availability, accessibility, and rational use.
Interventions are deliberate actions taken to improve medicine access, such as expanding drug benefits, monitoring compliance with the Maximum Retail Price (MRP), and strengthening Pharmacy and Therapeutics Committees.
