This is the updated requirements. It is still the same except for item 1 which is the year 2025 already.  

1) 2025 VAT Zero certification only to registered export enterprises. The same

certification shall indicate the registered export enterprise’s (i) registered export

activity, (ii) tax incentives entitlement under agreed terms and conditions, and (iii)

the applicable goods and services directly attributable to the registered project or

activity without which the registered project or activity cannot be carried out.

2) Scanned or photo-copies of the following documents:

            a) BIR Certificate of Registration (BIR Form 2303);

            b) Certificate of Registration issued by respective IPA (e.g PEZA, SBMA, BOI, etc.)

            c) containing the information or specifications stated in item (1); and

            d) Certificate of Entitlement to Incentives (CETI), if available.

3) Original copy of the sworn (notarized) declaration stating that the goods and/or

services being purchased shall be used directly and exclusively in the registered

project.
