A Lifeline Rate refers to the subsidized electricity rate given to qualified marginalized end-users.

a.Qualified household beneficiaries under the Republic Act No. 11310 or the
“Pantawid Pamilyang Pilipino Program or 4Ps”; or
b. Marginalized End User Households living below the poverty threshold established by the Philippine Statistics Authority (PSA).
To avail of the discount, the end-user’s consumption should not exceed 100 kWh for the particular billing period.
a. Residents of condominiums and subdivisions (except those under housing programs and projects of the government);
b. Customers under the Net Metering Program;
c. Violators of Anti Pilferage Act; and
d. Customers not in the 4Ps list of DSWD, DOE and no certification from local SWDO
a. For 4Ps beneficiaries:
i. A duly-accomplished Application Form;
ii. Most recent electricity bill for the electric service being applied for; and
iii. Any valid government-issued ID containing the signature and address of the consumer.
b. For non-4Ps beneficiaries, but whose family income falls below the applicable poverty threshold:
i. A certification from the local SWDO issued within six (6) months prior to the filling of the application, showing that his/her family is below the poverty threshold applicable at the time of his/her application;
ii. A duly accomplished Application Form;
iii. Most recent electricity bill for the electric service being applied for; and iv. Any valid government-issued ID containing the signature and address of the consumer.
c. For qualified marginalized end-users, except 4Ps beneficiaries, who are applying for the renewal of Lifeline Rate:
i. A certification from the local SWDO issued within six (6) months prior to the application of renewal
ii. Most recent electricity bill for the electric service being applied for; and
iii. Any valid government-issued ID containing the signature and address of the consumer.
iv. Previous Certification of Lifeline Coverage issued by the Distribution Unit.
All documents can be submitted physically to any Visayan Electric Service Center or electronically via Visayan Electric Facebook Page or Email.
All applications are subject for verification with the list of 4Ps beneficiaries from DSWD and DOE.
Customers under the 4Ps Program and those who belong to the marginalized sector who want to avail of the Lifeline discount may get a copy of the application form from any of Visayan Electric’s service centers or may get a copy of the form through our FB page/Website.
No. A qualified marginalized end-user may avail the Lifeline Rate for ONLY ONE electric service account.
For now, based on the guidelines released by the DOE/ERC, only customers under the 4Ps program who have submitted their application and those marginalized members of society who have secured a certification from the DSWD and have duly submitted the documents to Visayan Electric will be able to enjoy the Lifeline discount.
No. The Lifeline rate is a non-cash monetary discount and will automatically be applied to the customer’s monthly electric bill.
a. For 4Ps beneficiaries: The Lifeline Rate shall be valid within the period indicated in the Certified List issued by the DSWD. In cases where the beneficiary is delisted by the DWSD from 4Ps, Visayan Electric shall discontinue the grant.
b. For marginalized end-users who are non 4Ps beneficiaries, the grant shall be valid for three (3) years from the issuance of the Certification by the local SWDO. However, the Lifeline Rate may be renewed given that the customer still satisfies the requirements after validation by Visayan Electric.
**4Ps beneficiaries/marginalized end-users who will exceed the 100kwh consumption per month requirement will not be eligible for for the Lifeline rate for that specific month. The customer, however, will be able to enjoy the Lifeline discount as soon as consumption will again meet the 100kwh requirement
Yes, the applicant needs to submit the following additional documents
1. Notarized undertaking with the owner of the account/premise
2. ID of the account holder
3. Authorization letter from the account holder allowing the account to be changed to the name of the beneficiary
No. Marginalized end-users who are delisted from 4Ps shall not be subject to renewal, HOWEVER, they can be reclassified and apply as marginalized end-users who belong under the poverty threshold, given they submit the necessary documents and satisfy the requirements.

- Yes. The bill deposit is based on the 12-months average energy consumption preceding the time of application multiplied by the lifeline discount threshold this average belongs to and the prevailing residential rate at the time of application.
