Construction Department

The construction department is in charge of developing covert terror capabilities for Hamas, in order to perpetrate terror against a range of targets in various countries.

The main idea was to set up a Palestinian military force in Lebanon secretly, without the knowledge of the Lebanese authorities or Hezbollah, by recruiting residents of based on Palestinian refugee camps.

Majed Khader, current head of the Construction Department, thought up the plan several years ago with the help of additional operatives, and under the direction of Hamas's leadership.

The Department's activity includes procurement and independent production of weapons, including rockets and recruitment and training of combatants. Courses are provided on covert collection, combat in built-up ares, shooting and more.

The department's chain of command is mostly located in Turkey, and all activity in Lebanon and globally is managed from there.

The department is headed by Majed Khader and Mohamed Saleem. They are responsible for all of the department's activity worldwide, and its HQ and professional sections are under their command. Khader came up with the covert plan to mount terror attacks from Lebanon and Syria. Saleem, his deputy, also serves as the head of the Production Section, which deals with production of rockets and attack drones, and provides technical assistance to the department.

دائرة الإعمار

تعمل هذه الدائرة على انشاء قدرات سرية في مجال تنفيذ العمليات الارهابية لصالح حركة حماس بهدف تنفيذ عمليات ارهابية ضد اهداف متنوعة في عدة ساحات.

الفكرة الرئيسية هي تشكيل قوة فلسطينية عسكرية سرية في لبنان بعيدا عن اعين المؤسسات المسؤولة في لبنان، عن طريق تجنيد عناصر من داخل المخيمات الفلسطينية في لبنان.

هذه الخطة وضعها ماجد خضر، رئيس دائرة الاعمار حاليا، بالتعاون مع بعض كوادر الحركة الاخرين، بتوجيهات من قيادة حركة حماس.

نشاط الدائرة يتضمن القيام بمهمات شراء وتصنيع ذاتي لوسائل قتالية (صواريخ ووسائل اخرى) وكذلك تجنيد مقاتلين وتدريبهم في عدة مجالات مثل: دورة جمع معلومات سرية ودورة قتال في اماكن مأهولة ودورة رماية وغيرها.

تتركز قيادات الدائرة خصوصًا في تركيا حيث تشرف منها على كافة النشاطات الجارية في لبنان وفي كل أنحاء العالم.

يترأس الدائرة المدعوان / ماجد خضر ومحمد سليم، فهما المسؤولان عن مختلف نشاطات الدائرة في كل من ساحات عملها، كما أنهما يشرفان على أقسام الدائرة جميعها سواء كانت ركنية او تخصصية.

يعتبر خضر العقل المدبر للخطة السرية المعدة لتنفيذ عمليات إرهابية من الأراضي اللبنانية والسورية.

أما نائبه سليم فيشغل أيضًا منصب مسؤول قسم التصنيع الذي يتولى إنتاج الصواريخ والطائرات الهجومية المسيرة بالإضافة إلى تقديم الدعم الفني لدائرة الاعمار.
