Background

Hamas was established in the 1980's as a terror organization focusing its activity in the Gaza Strip. In recent years, Hamas has become increasingly active outside its core area, in pursuit of increasing its military and security capabilities.

Hamas has found shelter in countries across the world, including Malaysia, Tunisia, Syria, Indonesia, and above all Turkey and Lebanon that supply particularly convenient grounds for the expansion of its terrorist activity. These countries allow entry to Hamas members and turn a blind eye to Hamas’s exploitation of their know-how and production infrastructures to develop advanced weapons. Hamas chooses very carefully what to expose to its hosts and what to keep under the radar of their security forces and official authorities.

Hamas is gradually accumulating advanced attack capabilities, such as rockets, drones and ground-based weapons. This activity threatens the host countries, which become unwilling partners in breaching international law, with all that this entails in terms of economic, legal, and political ramifications. Worse still, it jeopardizes the lives of their citizens, who live adjacent to locations where dangerous materials and weapons are produced and tested.

خلفية

تم انشاء حركة حماس في الثمانينات من القرن الماضي كحركة ارهابية تعمل في قطاع غزة. اخذت الحركة في السنوات الاخيرة توسع نشاطها الارهابي الى خارج القطاع في محاولة لزيادة قدراتها الامنية والعسكرية.

وجدت حركة حماس في عدد من دول العالم مثل ماليزيا وتونس وسوريا واندونيسيا وعلى الاخص في تركيا ولبنان مرتعا خصبا لتوسيع نشاطاتها الارهابية.

تسمح هذه الدول لعناصر حركة حماس بالدخول الى اراضيها وتتغاضى عن قيام الحركة باستغلال المؤسسات التعليمية والصناعية فيها لتطوير وسائل قتالية متطورة.

تختار حركة حماس بدقة طبيعة المعلومات التي توفرها للاجهزة الامنية في هذه الدول فيما يتعلق بنشاطاتها فيها وما تخفيه عنها.

باتت حركة حماس تمتلك بالتدريج قدرات متطورة مثل اطلاق صواريخ وطائرات مسيرة وهجومات برية، وذلك بما يهدد الدول التي تأوي نشاطاتها ويحولها الى مشاركة فعلية في خرق القانون الدولي بما في ذلك من اثار سلبية تترتب على هذه الدول من الناحية الاقتصادية والقانونية والسياسية.

الاخطر من هذا وذاك فان نشاطات حركة حماس في هذه الدول تعرض للخطر مواطنيها المتواجدين بالقرب من اماكن تطوير الاسلحة او القيام بتجارب على مواد خطيرة.
