Hamas's financial department manages all the organization's financial issues, most importantly the budget, and allocates funds to the various areas and bodies, including the Gaza Strip and Izz Al-Din Al-Qassam Brigades. Zaher Jabarin is the head of Hamas's financial department.

Most of the department's activity is carried out in Turkey. However, it has offices in various countries such as Qatar, Kuwait, and Lebanon.

Hamas is experiencing significant financial difficulties and facing debts. It is having difficulty paying its operatives' salaries and pursuing the activity it used to pursue.

In light of the fact that terror organizations around the world cannot use banks, they use the offset method to transfer money. حسب هذه الطريقة يقوم تجار محليون بشراء بضائع من الخارج، الصرافين في الخارج يمولون عمليات الشراء هذه والتجار يقومون بدفع الاموال الى التنظيمات الارهابية

كل ذلك يتم بسرعة وبدون عمولات وبدون مراقبة الهيئات المالية

حماس تقوم هي الاخرى باستخدام هذه الطريقة لتلقي اموال من ايران الى قطاع غزة مباشرة بواسطة صرافين في لبنان وفي اماكن اخرى في العالم
