Former Nebraska Governor and Now U.S. SENATOR Pete Ricketts introduced the Karly Rain Wood Act in honor of Karly Rain Wood.
After answering the call, speaking with her mother, listening and caring about this tragedy, Pete got into action and followed through. Which is all Amber asked of her U.S. Representative. This isn't a partisan bill, this bill is meant in the name of public safety for all and Amber's intention is not only to honor Karly Rain but to help prevent more victim's like her daughter at the hands of repeat violent felons.
NOW we need the help of Karly's Angels, Karly's Army and anyone who supports public safety policy and feels that repeat violent offenders and the entities that release them, should have some transparency & accountability as they are released into the general public again.

S. 5245, the Karly Rain Wood Act, is federal legislation introduced in the United States Senate on August 5, 2026, in honor and memory of Karly Rain Wood.
The legislation would establish the Karly Rain Wood Repeat Violent Felon Registration and Notification Program within the United States Department of Justice, creating a national framework for the registration, tracking and public notification of qualifying repeat violent felons.
The Act seeks to strengthen communication between jurisdictions, provide law enforcement with greater access to information concerning repeat violent offenders, and give communities access to information that may help protect individuals and families and increase public safety tools.

Federal rearrest rate: 63.8% of released violent offenders are rearrested within eight years for a new crime or supervision violation.
State return-to-prison rate: Around 31.5% of violent offenders released from state prisons return to prison.
Time to re-offend: Most repeat offenses happen quickly. The median time from release to a new arrest is between 16 and 18 months.
Age factor: Younger offenders, especially those released under age 21, show the highest rates of repeat offenses.
State Prisoners Rearrested: Extensive tracking reports show that roughly 68% of released state prisoners are rearrested within a three-year window.
Long after the visitors stop the survival of back to the living mental struggle is just starting. Grief care and healing treatments are needed more than we thought.

We will continue to fight for Karly and urge lawmakers to make change that is in the public's best interest. Karly was killed because violent felons were repeatedly released and ended up killing an innocent young woman with a bright future. This is about more than Karly Rain. It is a problem across the country with repeat offenders being released. The bereavement process is long, unpredictable and indescribable. Losing your child is unbearable and takes its own set of toll on a mother. Losing your only sister... another world of pain. The turmoil that this has left Karly's surviving family that saw her daily and raised her is wreaking havoc on their lives. It is a long road of grief for anyone who loses a loved one, but Karly's comes with a twist of uncertainty and reopening of wounds with court dates, criminal searches, trying to find those responsible and continued unknown. This all while trying to understand life without her. Its a sick cycle carousel we cannot escape.
An escape room without an exit and a roller coaster with no end. Trying to get back to life as usual is really not attainable sometimes. The family businesses are taking a hit and therefore so is the income it provides. Finding Purpose and trying to navigate the trauma and all hat comes with it both physically and mentally.
Karly's sister is trying to get back to her daily routine and work as well. This process doesn't come with an instruction manual or knowing what each day brings.

We hope to raise enough money to have a memorial headstone and garden area with a butterfly bench to honor our Karly Rain, a place where people can go to remember her and chat with her spirit in times of need. We wanted to do this at her great grandmother's home, but are unable to. We are looking for the proper space where Karly was happiest and loved to visit. The headstone fitting of such a beautiful soul taken too soon and bench will cost a decent amount, so we are saving for this memorial.
Karly was unique and deserves a special one of a kind memorial space that shows her unique qualities.

We are planning to create and fund a space at Karly's elementary school with books on learning and things Karly loved... a fun energetic area to encourage reading and growth in knowledge.
We want to start a program that lets lower income children pick from the BOOK FAIR books of their choice. Karly loved books but always remembered being restricted as her mother didn't have much money as a single mom and she couldn't afford many books if any from the book fair. No child should be deprived of finding a book to interest them.

Karly's mother is planning to start a foundation to keep her name alive that covers many facets of Karly's spirit.
