I mentioned earlier my involvement with boundary negotiations while working for DFO Canada, and this led to a variety of related issues while at FAO which the documents in this section point to. Several international negotiations were sequels to the United Nations Law of the Sea, and since FAO is an organization responsible for international coordination through its COFI mechanism, I was required to prepare background documents for a number of these. Some of them are cited here as FAO technical reports, but do not give a complete picture of my ’by country’ involvement. The review prepared for presentation in Australia is probably the most complete discussion of shared stock issues I produced, but the FAO technical paper on reference points is the most widely cited. It marked the initiation of the concept of the Limit Reference Point which has come to replace MSY as a precautionary objective for high seas and coastal fisheries.
