Community Demand Letter

Subject: Immediate Reforms for Accountability, Safety, and Transparency in JNPSD
We, the undersigned members of The JNPSD Parent Action Coalition, submit this formal demand for immediate reforms to restore trust, protect students, and ensure ethical governance in the Jacksonville North Pulaski School District (JNPSD).
The current failures of leadership have endangered students, silenced staff, and eroded community confidence. To correct these failures, we demand the following actions:

Governance & Oversight
1. Establish an Independent Oversight Committee composed of parents, educators, and community members to monitor board actions, review investigations, and report findings publicly.
2. Add a Parent Ex Officio/Liaison position to the board to ensure families have a direct voice in governance.
3. Empower the Superintendent with expanded authority to terminate employees who engage in misconduct, negligence, or actions that compromise student safety.
4. Conflict of Interest Policy: Board members must not serve on conflicting boards. They must recuse themselves from any vote where a conflict of interest exists to protect integrity and public trust.

Staff & Teacher Protections
5. Irrevocably allow teachers and staff to unionize immediately to protect against retaliation and ensure accountability.
6. Notify district parents of staff changes within 24 hours, regardless of the reason, to maintain transparency.
7. Honor all Individualized Education Programs (IEPs) and use millage funds to cover deficiencies.
8. Provide a designated private breastfeeding area for staff to ensure dignity and support.

Student Safety & Education
9. Publish and implement a clear victim identification and support procedure, including reporting resources (hotlines, district contacts, law enforcement, advocacy groups) and support services (counseling, community partners, legal aid). This information must be boldly displayed and easily accessible on the district’s main website homepage and official social media accounts.
10. Implement K‑12 child sexual abuse prevention education in compliance with Arkansas’s Erin’s Law, allowing parents to be present or request private sessions.
11. Distribute Erin’s Law educational materials in both paper and electronic form, in each parent’s language, with resource information and contacts included. This must be done immediately for every parent in the district, even if materials have already been provided earlier in the year.
12. Ensure disciplinary actions before the board include education for students and parents about community groups that provide support and advocacy, so families are not left isolated.

Communication & Transparency
13. Issue a Quarterly Safety Procedures Newsletter with all changes, updates, and considerations.
14. Communicate any school‑specific events or incidents to the entire district using all three standard communication methods (calls, emails, letters).
15. Send quarterly contact information updates home for parents and staff to ensure accurate communication.
16. Immediately release information district‑wide regarding incidents or changes that affect safety or trust.

Community Engagement
17. Hire lunch monitors or compensate parents to serve in this role, ensuring student safety during meal times.
18. List volunteer needs in the quarterly newsletter so parents and community members can contribute.
19. Upgrade server storage capacity to secure records, investigations, and student data.

Conclusion
The JNPSD board has failed in its duty to protect students and serve families. These reforms are not optional — they are necessary to rebuild trust, ensure safety, and restore integrity in our district.
We demand immediate action and will continue to mobilize community support until these measures are enacted.
Accountability Timeline:
- The district must provide weekly public updates, as well as emailed to TheJNPSDParentActionCoalition@gmail.com on its progress toward completing these demands, excluding holiday breaks.
- All reforms must be fully implemented by March 1, 2026.
- Failure to meet this timeline will result in escalation of community action, including calls for removal of board members and district leadership.
