Jay Marshall has been a Track & Field and Cross Country official since 1998.  He has worked many IHSA Regional, Sectional, and State meets for both sports, as well as working very closely with the IESA at the State T&F meets in East Peoria since 2000.  He was honored as the IHSA Girls T&F Official of the year in 2019.  He was inducted into the Lake County Athletic Hall of Fame in 2022 as a T&F and XC official.  He has been a member of the ITCCOA since just after its inception and was a Section Leader for a few years.  He has presented information at ITCCOA clinics in St. Charles.  Jay was a Middle School Science Teacher in the same district for his entire career.  He retired in 2021.  Besides officiating, he is a very active volunteer around his community.  Jay lives in Richmond, Illinois with his wife Beth and has three sons.  He is also a USATF Official. 

Andy has been an IHSA Official for 15 years and is an active and respected official in the Rockford area.  He was named the IHSA official of the year for Girls Track and Field in 2022.  

 Chuck has been a Track and Field and Cross-Country official for 37 years. Along the way, Chuck has had the opportunity to work at many IHSA and IESA State Finals. In addition to being a Track and Field Official, Chuck is also the Assignor for the Mid-Illini Conference. He was honored to be named the IHSA Boys Track and Field Official in 2023. Chuck retired in 2017 after 42 years in education, where he proudly held the positions of teacher/coach, AD, Principal, and Assistant. Superintendent, and he finished his career as the Superintendent of Schools at East Peoria SD 309. Lastly, Chuck has served on many different boards, including the IHSA Board of Directors, the Woodford County Board, and several others over the years.
