The Kingdom of Helheim is one of Law & Order, emphasising innovation and the human ideals that any individual is capable of success through hard work.
Helheim law offers protections to citizens and visitors, upheld across all territories of the Kingdom.

1.1 - Citizens and labourers must carry their registration papers at all times and provide them when instructed to by a Guard or City Official.

*This applies to all city officials except the Queen, and Royals.
*Citizenship papers do not expire. However, guards may request magisterial oversight if there is a question as to the veracity of citizenship papers to ascertain their legitimacy. Detaining a citizen under this pretense must last no longer than 24 hours.
1.2 - Non-citizens are not permitted to carry weapons about The Great Keep or upon The Great Wall and must surrender weapons or items considered a risk to Helheim’s military when instructed to by a Guard.

*Items of risk can be construed as blunt force objects and not simply weapons of known calibre. Clarification can be directed to the Royal Guard.
1.3 - All persons must be dressed modestly within the public spaces of Helheim. The only exceptions are; The Silken Sheath, the bath house, the beaches, personal dwellings and converted businesses. All guild leaders shall make their own rules within their non-public spaces. Modesty can be defined by clothing that does not display any genitalia.
1.4 - All races are welcome within Helheim, however those concealing their true form, identity, or reasons for travel may be held by the Guards for questioning.
1.5 - All labourers, indentured servants and their overseers must conform to the rules laid down by the Office of Labour
1.6 - Only tamed beasts may roam the lands, all other beasts must be chained. Owners are responsible for and may be liable if their beast injures a citizen or damages property.
Punishments for violating Civil Laws may result in one or more of the following;
(1) Warning - A warning is considered a cease and desist order, if ignored, shall be escalated to common law.
(2) Forced Labour
(3) Corporal Punishment
(4) Expulsion from the City - 12 hours maximum (Non-Citizens only)
2.1 - Theft is a crime and can be defined as appropriating the property, belonging or identity to another with the intention of depriving the other of it.

*This includes ‘constructive possession.’ That is to say, if one has power over the transfer of a stolen item even if it’s not directly in one’s possession at the moment of arrest, if it can be proven that a suspect has power over or intends to possess stolen property, it still constitutes as theft.
2.2 - Assault is a crime and can be defined as the act of inflicting harm upon another against their will. Exceptions may be made in circumstances of citizens defending themselves, their family or their property, and Guards enforcing the law.
2.3 - Trespassing is a crime and can be defined as entering someone's land or property without permission, as issued by the owner or a representative of the Crown.
2.3b - Foreigners are not permitted on to any military property unless under the orders of a Guard or Naval Officer, excluding prisoners being moved to cells.
2.4 - Merchants and trade outside of the Helheim Markets or Docks frontage must be sanctioned by the Crown or Nobility and is subject to taxation.
2.5 - Magic may not be practiced within Helheim by anyone not holding citizenship. Necromancy and magics typically considered ‘dark’ should be limited in scope to teaching and situations considered morally acceptable by the Royal Guard
2.6 - Flying is not permitted within or above Helheim by anyone not holding citizenship
2.7 - All capture, trade and possession of slaves is illegal. A slave is defined as an individual who did not consent to their control. Persons assigned by the Crown or Magistrates to labour are exempt from this law.
2.7b - No person may claim ownership of, or speak on another person's behalf.
2.8 - Hunting wild game within the Helheim territories is not permitted by anyone not sanctioned by a representative of the Crown
2.9 - Acts of public nuisance are a crime and include disturbing the peace, damaging or uncertified modification of property that require repair, clean up or otherwise pose a risk to the safety of others.

2.10 - Obstruction of Justice- Knowingly subverting, interfering with, or lying to guards in the course of an investigation. Must be wilfully done.

*Obstructing magisterial adjudications/duties also falls under this domain.
2.11 - No weapons are permitted inside of the Temple of Helheim. No magic may be used within the Temple walls that is not in defence of the realm, or used for healing.
2.12 - Any attacks upon, interference with, damage to or obstructing the operation of the Helheim outer wall or magitech infrastructure are considered a crime.
2.13 - Individuals, whether citizens or visitors of Helheim, are strictly prohibited from wearing or publicly showcasing any harvested flesh, skin, fur, hide, pelt, or carcass of creatures with a sufficient level of intelligence to understand Helheim's law in their natural state as clothing or accessories. Exceptions to this law only exist for Crown licensed merchants producing goods for use through humane and registered methods. Such items may include but are not limited to fleece, antlers, horns, claws, scales, and fangs of intelligent creatures. Common animals are not subject to restriction.
Punishments for violating Common Laws may result in one or more of the following:
(1) Fines: no greater than 5 Silver (50 Copper) per crime.
(2) Jail Time: no longer than 1 Day.
(3) Forced Labour.
(4) Corporal Punishment
(5) Expulsion from the City - 24 hours maximum (Non-Citizens only)
3.1 - Tax evasion is a crime and can be described as a failure to pay taxes, or the intentional provision of false business information to the Crown or its delegate. 10c per citizen per month. 10% of income per business per month, foreign and domestic. Import tax is 20% of the value of goods unless certified by the Alchemist Guild. ((Tax is an opt-out system. Everyone is assumed to be paying their taxes unless they RP not doing so))
3.2 - Any intentional debasement, modification or replication of royally-issued currencies may be counted as counterfeiting and punishable by the Crown.
3.3 - There shall be no vigilante justice unless sanctioned by the Royal Guard. Vigilantism can be described as the enforcement or punishment of perceived offenses without legal sanction. Knights of the Realm pursuing their duty to the Crown are exempt from this section.
Judicial Clarification - Citizens may defend themselves or their property.
3.3b - Acts of bounty hunting within the city limits without express permission from The Crown are considered acts of vigilantism.
3.3c - Mercenary companies may not operate within the Kingdom's borders.
3.4 - Impersonation of any Crown Official, Military or member of the Royal Family outside the scope of transparent performing arts.
3.5 - Perjury- The act of wilfully lying to court magistrates during a lawful trial. The lie must be wilful and proven to be so. Perjury is not committed in cases where suspects are ignorant of the fact that their information is false.
3.6 - Corruption- Any action taken by a public official or noble that uses the name of the Kingdom or the Queen’s Royal capital to promote ventures of personal gain. This could be defined as any of the following:
Offering titles/jobs within the royal court for monetary remuneration. Only the Crown may do this. Taking acts that would go egregiously against the Queen’s foreign policy as a high court official. Attempting to conduct diplomacy that is for one’s own personal gain rather than in service to the Queen.
3.7 - All raw resources within and en route to Helheim are liable to be seized by the Crown during times of crises. All ships and land shipments to the city will be subject to search and cataloguing before being moved to Crown warehousing.
3.8 - Desecration of the Helheim Lost Soldiers and Sailors Memorial
Judicial Clarification - This crime is punishable only by securing of the criminal's body to the pillars beside the memorial until they have suffered sufficiently or expired.
Punishments for violating Court Laws may result in one or more of the following:
(1) Fines: no greater than 5 Gold (50 Coins) per crime.
(2) Jail Time: no longer than 3 Days.
(3) Forced Labour.
(4) Corporal Punishment
(4) Expulsion from the City (Non-Citizens only)
4.1 - Conspiracy to or committing murder without the auspices of need as directed by duress or in self-defence.
Judicial Clarification - Persons brought back to life are no longer considered murdered, however, other charges such as assault may stand.
4.2 - Treason is a crime and can be considered the intentional and attempted act of overthrowing the Crown. Examples are assassination, military occupation or spying and the selling of state secrets.

*Treason can include ignoring lawful subpoena by the Crown or magistracy as a subversive act.
*Treason can be applied to any person within Helheim as they are considered under the Crown's protection and thus violate such hospitality.
4.3 - All citizens are available to be conscripted for labour or military service during times of crises. Work assignments are not optional. There are no exemptions to this law without explicit Crown approval.
4.4 - Abandonment of duty during any operation having Crown or Military oversight can be referred by high ranking officials for Crown judgement. Abandonment of duty can be defined as any act or omission resulting in mission degradation, fear in the face of an enemy, cowardice or a failure to follow proper orders.
The Crown reserves the right to impose upon any person, Noble or low-born, citizen or foreigner, the punishment it deems suitable for the gravity and breadth of crime, up to an including the most final of punishments.
E.1 - Emergency laws will be listed here when enacted
Punishments for violating Emergency Laws may result in one of the following:
(1) Seizure of assets.
(2) Exile from Helheim.
(3) Forced labour.
(4) Execution.
Under the Noble Act of Privacy, the Crown respects the need for confidentiality of Noble houses in regards to legal proceedings, private property and public relations. (1) It is agreed that Nobles of Helheim are not to be arrested by Guards below the rank of Sergeant. (2) It is agreed that Nobles will answer Summons of the Magistrate or Crown in a timely manner. (3) It is agreed that Nobles need not disclose all of their private property or business.
Under the Tedious Act of Repetition, the Crown respects the need to address the frustrations and mounting expenses of both the Guards and Magistrate in legally processing individuals who violate the same laws repeatedly. (1) It is agreed that the Magistrate may elevate punishment levels of Civil Law and Common Law violations to that of Court Law violations when dealing with repeat offenders. (2) It is agreed that Guards professionalism will not be judged too harshly for momentary lapses of patience when dealing with repeat offenders.
Under the Intellectual Act of Property, patents may be issued by the Magistracy on any intellectual property including books, inventions, or technology that provide ownership of said idea to a sole individual for a period of five (5) months. During this time, the patented item will be owned solely by the patentee until the time has elapsed and it is deemed colloquial knowledge under the public domain. After this time, any citizen of Helheim may attempt to replicate or draw from the information produced by the original patent owner for any inventions or technology. In the case of books or items of literature, the patent protections shall continue indefinitely and not be allowed to be replicated (unless by the original owner) under penalty of common law.
