Our mission as a police service is to Deliver Quality Policing. But what does this mean exactly?
Our mission is to ensure Hampshire remains one of the safest and most resilient places to live. By focusing on crime disruption, visible policing, and victim support, we are dedicated to providing high-quality policing services across our communities. Below are our three key priorities, each with a detailed focus on specific objectives to guide our efforts.
Goal:
Target prolific and repeat offenders causing harm in our communities and lead intelligence-driven operations to dismantle serious and organised criminal groups.
Objectives:
The Force will:
Identify and target the most harmful offenders, disrupt their activities, and prevent further crimes. Collaboration with local partners like the courts, probation services, and enforcement agencies will be key in achieving this.
Lead and participate in regional and national operations to tackle serious and organised crime. Through intelligence-led operations and multi-agency cooperation, we aim to target criminal groups involved in drugs, weapons trafficking, and other organised criminal activities.
Expand proactive operations to combat violence, weapons offences, and the illegal drugs trade. This will include high-visibility operations and partnerships with national agencies to disrupt trafficking networks.
Goal:
Increase the visibility of policing by recruiting 15 new police officers by the end of 2025 and delivering the "Local Bobby" model.
Objectives:
The Force will:
Recruit 15 additional police officers by 2025, strategically deploying them to areas where their presence will have the greatest impact.
Ensure operational front counters are available in each sector for both in-person and digital interactions. Communities will have easy access to law enforcement whenever they need it. To accomondate this, the Force will recruit Enquiry Officers.
Host regular beat surgeries and recruitment events to foster direct interaction between officers and residents. This will give residents the chance to voice concerns, ask for advice, and stay updated on local policing efforts.
Introduce a Local Bobby Model:
The Local Bobby Model will comprise a named Local Bobby (Dedicated Neighbourhood Officer) who will be a neighbourhood policing officer that is dedicated to each area in a District.
They will identify local threats, harm, and risks by engaging with the community to understand their concerns and priorities,investigate neighbourhood crimes and gather intelligence to target offenders, collaborate with partners such as local authorities to tackle the root causes of crime and maintain a visible presence in the community and act as a trusted point of contact for residents, ensuring they feel supported and heard.
They will be supported by Neighbourhood Policing Teams, Neighbourhood Enforcement Teams, District Policing Teams (response officers), Missing Locate Teams, Priority Crime Teams, local investigation teams and specialist functions investigating serious violence, child abuse and organised crime.
The Local bobby will be highly visible in the community, listening to resident's concerns and addressing root causes of crime.

Ensure that every victim is supported through thorough investigations, clear communication, and holistic support.
Objectives:
The Force will:
Ensure every victim will receive timely and thorough investigations, with officers prioritising victim care. Officers will have the necessary resources to provide the best possible service.
Keep victims informed about the progress of their cases, providing regular updates and ensuring they have a dedicated point of contact within the force.
Work with partner agencies to provide victims with holistic support, including mental health services and victim support programs, ensuring they receive the care needed to recover and rebuild their lives.
