The Joint Operations Unit (JOU) is a strategically integrated policing command established as a collaborative partnership between Hampshire Constabulary and Thames Valley Police. This unified structure is designed to deliver coordinated, specialist operational capabilities across a broad spectrum of high-risk and specialist policing functions. The JOU combines critical resources, expertise, and operational command frameworks to enhance the effectiveness, efficiency, and resilience of policing services within the combined jurisdictional areas.
Operating under a single command, the JOU’s remit encompasses a diverse range of specialist units and departments dedicated to tactical response, firearms operations, roads policing, public order management, and specialist support services. Its formation aligns with national policing priorities and regional security strategies, ensuring seamless integration with counter-terrorism frameworks, community safety initiatives, and multi-agency emergency response protocols.
Strategic Objectives of the Joint Operations Unit:
To provide a rapid, coordinated specialist response to critical incidents and emerging threats across Hampshire and Thames Valley.
To enhance public safety through targeted enforcement operations, threat disruption, and community reassurance activities.
To maintain operational readiness and capability in relation to firearms, public order, and road safety enforcement.
To foster collaboration across policing boundaries, enabling resource sharing, intelligence integration, and joint operational planning.
To uphold the highest standards of tactical professionalism, legal compliance, and community engagement in all operational activities.
The JOU is commanded by a senior officer of Chief Superintendent rank, who is responsible for strategic leadership, operational oversight, and inter-agency liaison. The unit comprises several specialist departments and sub-units, each with clearly defined roles and responsibilities, reporting lines, and operational mandates. These include the Roads Policing Unit (RPU), Armed Response Unit (ARU) Operations Support Team (OST), and other specialist teams.
