This is due to them being powerful enough economically and militarily as needing to be diplomatically involved enough a degree of trust is expected. This is a list of countires that have the rank requirements and you are not able to reserve them or pick them if you join after the start without the rank. Play in games in a mature and engaged manner and you will be able to get to them easily enough.
