Half-Life: Reign

- The Combine Overwatch Guidelines -

Overwatch Guidelines:

  • Half-Life: Reign works only as well as its players do. Having bad actors in powerful positions such as Overwatch will create a negative experience for all players on the server.


  • Please carefully read and understand these guidelines before you play as Overwatch in Half-Life: Reign, and always remember that Overwatch controls the pace of the game.


The Civil Protection Units:

The Civil Protection Taskforce is the default collection of Overwatch units. Their jobs are to patrol the city, survey it's people, interrogate citizens for answers and control the overall level of crime through whatever their Overseer deems necessary.

General naming convention is: CMB-xxx
(This is optional, but it is what most players follow when naming Overwatch characters.)


General Rules for Civil Protection:

  • Offer a fine for breaking laws.

  • If they cannot pay, put them in jail.

  • If they evade your arrest, you may then be allowed to shoot.

You may only kill someone if they have intent to kill you.

Metro-Police:

  • As a Civil Metro-Police your job is to patrol the city, collect information on as many citizens as you can and report back to your Civil Ordinal or Overseer with said information.


  • You may also be given authorization to enter peoples homes or stores by your Civil Ordinal or Overseer to interrogate citizens or search their premises for illegal items such as:

        • Money Printers

        • Drug Farms

        • Stolen Weapons

  • You must announce in chat before you enter a home, but you do not need to say who's home.

Civil Ordinal:

  • As the Civil Ordinal your job is to patrol the city, collect information on as many citizens as you can and report back to your Overseer with said information.

You also are able to hold City Meetings where you can group up citizens to discuss on-going issues and threaten a future lockdown.


  • Additionally, you are a leadership role meaning you must control what all Civil Protection units must do as well as, controlling the amount of crime in the city.


  • You may also give Civil Protection units authorization to enter peoples homes, stores and bases. You will also be required to initiate a regular sweep of the city for Money Printers or Drug Farms and regularly check if citizens have a license for their weapons.


  • You must announce in chat before you enter a home, but you do not need to say who's home.

Civil Detective:

  • As the Civil Detective your job is to go undercover and disguise as citizens to collect information on as many people as you can and report your findings back to your Overseer or Civil Ordinal.


  • You do not have to announce when you are on duty or entering peoples homes.


  • You must make it clear to anyone you intend to arrest while undercover and disguised that you are a Civil Detective either by taking off your disguise or handcuffing them and bringing them into the Overwatch territory and explaining what happening in private.

The Lockdown Units:

The Lockdown Taskforce is the containment group of Overwatch units. Their jobs are to contain any violence or threats to their faction or the city as a whole, and collect all citizens and huddle them into a safe place while a Lockdown is active. Their jobs are to de-escalate the tension from a Lockdown before it gets out of control.

General naming convention is: CMB-xxx or LKD-xxx
(This is optional, but it is what most players follow when naming Overwatch characters.)


General Rules for Lockdown Units:

  • Do not show humanity, kindness or a willingness to negotiate.

  • Kill anyone who presents a threat to your factions members.

  • Protect your Overseer at all costs.

  • Deal with the situation as quickly as possible.

You Must announce a Lockdown prior to changing to any Lockdown role.

Lockdown Units

When the situation becomes hostile you may be given permission to use Lockdown Units. Situations where this may occur can be:

  • During an event such as an Antlion Swarm, Uprising or Judgement Wave.

  • Or, if a Civil Protection unit has been murdered.

Under no other circumstances can a Lockdown Unit be present within the city as the Lockdown units job is to kill, contain and control the people as quickly as possible.

General Rules:

  • You must announce Lockdown Units are present in the city.

  • You must offer jail as a peaceful option to diffuse a lockdown without murder.

  • You must defend The Overseer with your life.

  • You must obey The Overwatch Major as your Lockdown leader.

  • After the threat(s) have been dealt with, announce the Lockdown has ended and return to Civil Protection duties.

Heavy Lockdown Units

The Heavy Lockdown can only be used if the following requirements are met:

  • The Overseer has been captured.

  • The Overseer has been killed.

  • Lockdown units have been killed.

  • An Uprising or an attempt to Claim Reign has been advertised by another faction.

During a Heavy Lockdown, peoples lives mean nothing and it's your goal to eliminate any and all threats, but you must give fair warning to those who do not wish to partake before you begin.

The Elite must be used by one player while any others are able to use any Heavy Lockdown or Lockdown roles as they please.

Heavy Lockdown players are required to defend The Elite and The Overseer as they are both the biggest targets for any opposing faction. If either of those two players in those roles die, respawns are disabled for Overwatch.

General Rules:

  • You must announce a win condition for Overwatch. (ie. Rebel Leader killed.)

  • You must offer a safe zone or announce there will be no safe zone before it begins.

  • The Elite role must be used and active within the city.

  • You may not respawn as Overwatch after either The Elite or The Overseer dies.

  • After win conditions are met, return to Civil Protection duties and announce the Lockdown has ended.

The Overseer

The Overseer is the ruler of the city at the start of every game. They create all the laws and decide what is allowed and what isn't. They have the power to do anything.

But, if the Overseer is killed then no Overwatch units can respawn and they will put the Overwatch instantly into a Heavy Lockdown and a Purge may begin.

The Elite

The Elite is the defender of the city and can be used only if a Heavy Lockdown is active. They are the most powerful Overwatch unit and are treated as a 'Boss Like Enemy'.

To defeat The Elite, it is reccomeded that 3 or more players focus fire on them to drain the armour with Explosives or SMGs, you cannot win a 1v1 fight against The Elite, so work with your faction as a team to defeat them.

Much like The Overseer, if The Elite is killed then no Overwatch units can respawn and any opposing faction will soon, likely secure their victory.
