A Former English Learner is an English Learner who was formerly in ESL programming, but has met a benchmark that qualified them to exit (at least a 4.2 Overall and a 3.9 in Literacy on ACCESS.) The term "former" is misleading because it does not mean they are no longer English Learners. Students who are ELP Levels 3.9- 5 still need linguistic and cultural support in their classes in order to fairly and equitably access content. This is another important understanding in the context of our SEI multilingual classes: we are all responsible for the language development of all students, and since FEL students do not have ESL classes, they are relying on their content teachers for that linguistic and cultural support.
