An EBSP is a state-mandated document for students who are not meeting their ACCESS targets. The target is based on English language attainment over a six-year time span. Depending how far the student is from reaching their goal, they are divided into four tiers (Tier 1 - .1-.4 away, Tier 2 - .5-.9 away, Tier 3 - 1-1.4 away, Tier 4 1.5+ away).
To complete the ELSP, teams of teachers determine student academics goals for each language domain in which students do not meet their targets. Teachers then identify strategies and language access tools they can utilize when working with the student to help them make the necessary language gains.
Students at Tier 3 & 4 must have an ELD Action Plan developed as a part of the ELSP.
An English Language Development Action Plan is the possible outcome of an SBLAT meeting. It contains specific goal(s) or intervention(s) that will be implemented and measured over a specific period of time, and identifies the teachers responsible for providing the supports for students to attain those goals. This action plan is a part of the progress monitoring found at the bottom of the ELSP form for Tier 3 and Tier 4 ELSPs.
