The Department of Public Management, Administration and International Economy of the Bila Tserkva National Agrarian University was established in 2017 due to the reorganization of the Department of Management of Foreign Economic Activity and European Integration, primarily the Department of Economics and Organization of Agricultural Production (founded in 1926).
The establishment of the Department of Public Management, Administration and International Economy proceeded in the peak of the power decentralization reform in Ukraine and was predetermined by the need to provide the public sector with highly qualified specialists of the municipal, regional, national and international levels. In addition, the department was to solve the strategic tasks of the communities, institutions and organizations development considering a set of external and internal influencing factors and trends in a competitive multicultural society. The department has trained a cohort of well-known specialists in the field of public management and administration in the short run; the department staff has published a number of focal textbooks, educational and methodological guides and scientific articles.
It is worth noting that the valuable assets created by the staff of the department of Department of Management of Foreign Economic Activity and European Integration, primarily the Department of Economics and Organization of Agricultural Production, and especially their heads, provided a basis for the current achievements of the department.
In particular, a huge contribution to the development of economic science and the highly professional agriculture specialists training was made by the first head of the department, Doctor of Economic Sciences, professor A.I. Muzhytskyi (heading until 1945).
Vasyl Ivanovych Hubenko, Doctor of Economics, professor, Honored Worker of Agriculture of Ukraine, heading the department since 1986, was among the founders of the Faculty of Economics at the BNAU. His scientific legacy comprises about 400 scientific, educational and methodological papers, of which more than 350 are devoted to the issues of foreign economic activity management; 18 collective and individual monographs and a textbook. Over 400 bachelor’s and master's theses, 4 candidate's and one doctoral dissertation were done and successfully defended under his supervision.
Since 2017, the department has been headed by Doctor of Economics, professor T.V. Sokolska, author of more than 100 scientific papers, member of the Specialized Academic Council D 27.821.03.
Currently, the Department of Public Management, Administration and International Economics is a united team of highly skilled professionals working as a single unit. It comprises two Doctors of Economics, professors (I.M. Paska, T.V. Sokolska) and seven candidates of sciences, associate professors (T.V.Arbuzova, V.I. Panasyuk, O.V. Bilyk, S.P. Polishchuk, L.S. Ivanova, H.V. Dzhehur, K.M. Maistrenko) who work out educational programs, textbooks, manuals and methodological recommendations for conducting classes on the training the managerial elite of our country.
The scientific work of the department is carried out in accordance with the professional and scientific area subject, which gives the staff the opportunity to both organize and take active part in international, regional, inter-university and university scientific conferences.
The resource center for sustainable local development is created at the department.
The department runs the students scientific society "Public management and administration". The students discuss the issues of organizational and economic means of forming and developing the potential of business entities in rural areas of Ukraine, economic development of countries, regulatory and legal support for the development of territorial communities in Ukraine, legal regulation of relations between local self-government bodies are considered and researched with the public, international aspects of the activities of agricultural enterprises and the peculiarities of foreign trade during the meeting. Participating in the work of the society contributes to formation of a new economic and managerial thinking in students.
The expansion of international relations, cooperation in scientific and research activities, scientific personnel exchange, development of joint scientific and educational projects, participation in international competitions and programs, and directing the scientific potential to the implementation of strategic priorities in the field of international relations, municipal management and public administration are the key tasks of the department work. The staff participate in the Erasmus+ grant programs, undergo internships abroad, publish their scientific achievements in international journals and participate in international conferences.
The staff of the department appreciate and respect the contribution of everyone, from the professor to the laboratory technician, who contributed to the success of the department in training highly professional specialists for the national economy of Ukraine with their conscientious work.
Currently, the key task of the department staff is to provide the public sector with highly qualified specialists in the municipal, regional, national and international levels, to raise up a new generation of managers who have gained profound knowledge and are able to think comprehensively and innovatively, make effective decisions, guided by the principles of humanity and stand up for the protection of public interests.
