City Authorities
As lawless as the outer rims of the Cities by the Walls may be, their Mayors continue to preserve some form of order over their realms. The Mayor of a city is typically determined by election among a City’s Central residents, excluding the poor of the slums of the rim, while the Authorities act as enforcers and the protectors of order amongst guarded districts, or performing other tasks such as maintenance of the Walls, regulatory duties, and more.
Authority Hierarchy:
The Mayor: A station of office reserved for the sole leader of each City, who holds sole executive power over all of his respective City's Bureaus. It is the Mayor's duty to make the final decisions on propositions given by the Advisory Council, which acts as a cabinet of officials more knowledgeable in their certain set of tasks and act to inform the Mayor to make decisions on pressing issues that affect the City at large. The Mayor is authorized with the highest command authority across the Bureau of Security, and as such, may order them to perform military actions as one may wish.
Advisory Council: A group of officials constituted of one from each Bureau and the Patent Office, in which each oversees their respective area of control, granted a certain degree of freedom of action to make their own decisions upon how to carry out the respective duties of their Bureau, although decisions that may affect changes in policy across the City tend to have to go through the Mayor.

Patent Office
With corporations large and small being of such influence in the cities, the need for the enforcers of what is and is not to be produced becomes the duty of the Patent Office. This organization ensures that patented and registered technologies are to be manufactured and sold only by the group that has registered the patent on the item thereof. The process by which such items may be patented is quite long and tedious, and many companies attach an additional sum of money to ensure the patent process is expedited. The Patent Office also ensures that illegal circulation of patented technologies in non-official channels such as black markets or other vendors not directly in agreement with the original patent holder is limited. Compared to the other Bureaus, the Patent Office holds remarkable amounts of freedom of action, being capable of enacting its own justice upon those who break a City's patent laws.
Bureau of Security
The Bureau of Security serves a rather simple duty in the Cities, as the effective policing arm of the City’s rulers, and also as the guards of the Walls. They have to ensure that the terrors beyond the Walls remain beyond them, and also to ensure that any breaches of Warren beings are dealt with swiftly. They also guard the Gates, allowing for caravans to pass to and from the Outside, though with a thorough screening of their contents for contraband. Though despite their noble duties, one may note that the Bureaus of Security do little beyond the Walls and the Central Districts.
Bureau of Security Hierachy:
Commissioners of the Wall and the Interior: Two people occupy the position of Commissioner within the Bureau of Security, in which their duties become rather reminiscent of their titles. The Commissioner of the Wall is expressly concerned with the continued security of the Walls, and the Commissioner of the Interior deals with the preservation of order within such Walls. Each Commissioner is granted with the ability to act in emergency should a situation beyond control arise, although such actions typically are heavily scrutinized by the Advisory Council afterward.
Centurion: A higher-ranking commander within the Bureau of the Security who may command their team as they so wish to carry out the orders they are given. Centurions, though being officers, are also typically granted their position following distinguished conduct in the field, and as such typically consist of highly combat-capable fighters able to hold their own in a battle in addition to their strategic guidance.
Corporal: A higher-status rank granted to Officers known for their greater abilities in battle and suppression of threats to the City's security. Such persons are not vested with a particularly great amount of command authority, though are granted a certain degree of additional respect compared to their peers.
Officer: The lowest rank of a Bureau of Security employee who make up the bulk of their forces. Officers are expected to fight on behalf of the City and maintain order in the respective areas of their station's jurisdiction, and handle a litany of other tasks such as the screening of beings approaching the City Walls, checks for contraband items, approximating the threat a Manifestation poses and evacuation of civilians in case of emergency circumstances. One may note that the Officers of the Bureau of Security rarely move without direct orders from their higher-ranked Officers, as unauthorized actions by a Bureau of Security Officer tend to become punished severely if such an action interferes with the City's factions in a manner that brings trouble for the Authority.
The High and Low Courts
As one may think the Bureau of Security is the Authorities’ enforcers, it is the High and Low Courts that judge crime and punishment in the City. Its judges consist of court-employed Synthetic units, while its constituent jury is pulled from the local surroundings. In most cases, the crime can be quickly solved with a sweep of the accused perpetrator’s Implant records, though in some it requires a more difficult process involving a procedure that appears much like that of an archaic system of ancient civilizations. The Courts are split into two kinds, the High and the Low, of which the former serves primarily the citizens of Central districts, while the latter, the outer slums. Of course, neither receives much attention, as many such “punishments” are carried out without such a proceeding by their respective Authorities.
Bureau of Education
For those who fail or fall behind in the highly competitive atmosphere of the Academy grounds, or for the lower educations of most Outer district citizens, the Bureau of Public Education provides locations for which its citizens may learn. Though the prestige of a graduate from a PubEd school is far below that of an Academy graduate, it is better than absolutely nothing. Though the companies are less enthusiastic about hiring these students, it is still considered better than that of those who had done nothing at all.
Bureau of Civic Maintenance
The Bureau of Civic Maintenance takes care of the duties of caring for the City premises, and other public facilities. They must repair the roads, clear and incinerate trash, maintain the City’s water infrastructure, and handle the City’s agricultural districts, alongside various other duties related to the City and its citizens' upkeep.
Bureau of Urban Development
With similar duties to that of the Bureau of Civic Maintenance, these two Authorities commonly interact with one another in mutually supportive manners. As one could consider the Bureau of Civic Maintenance to be in charge of ensuring the continued existence of the Cities, it is the duty of the. Bureau of Urban Development to provide for the changing needs of its citizens and construct new buildings in the place of the old. Though at times their projects may interfere with the properties of certain citizens, it is said that those evicted from their land were granted “proper compensation” by the Authority.
Office of Surveyor Affairs
With the rise of the Contractor and Caravaneer industries that involve exploration beyond the Walls, the Authorities set apart a division to specifically manage this group of individuals. From settling agreements and boundaries for Associations and their power, to registering civilians as Contractors verified by the Authority, this Office provides various services for those who explore the depths and manages them separately from the average person. The Office is known for enforcing its regulations on Contractors and Caravaneers to ensure that all findings are used for the proper purpose of technological reclamation and the advancement thereof, rather than for reasons that may inhibit the order established beneath the Authority.
The Office of Surveyor Affairs also manages an online forum board on the Network which provides services for various private entities to contract the work of Contractors. Those that typically use such a forum board are often the managers of smaller Associations or individual independent Contractors, as larger entities such as Vigil Association typically have requests sent directly to their offices. While larger Associations typically also check the forum every so often, it is more common that such contracts are signed with smaller groups who must aggressively advertise themselves in order to get a signature. The jobs that are typically found on such a forum board are also regulated by the Office, and as such, the jobs issued by more illicit entities are not to be found on the public board of the Office.
