Emergency Needs Assessment Planning (ENAP) Emergency Needs Assessment Planning is the foundation of any successful intervention. It plays a crucial role in ensuring a relevant response strategy, both geographically and thematically.
Originally developed to train the International Federation of Red Cross and Red Crescent Societies (IFRC) Emergency Teams, this training has since been adapted to also support National Societies. Its aim is to strengthen the skills required to conduct rapid and comprehensive emergency needs assessments, enabling effective and targeted response operations.
CThis guide on Emergency Needs Assessment (ENA) provides Red Cross and Red Crescent (RCRC) staff, volunteers and practitioners with best practices for onducting effective needs assessments in disaster and crisis situations. It covers the entire assessment process, from understanding the context to sharing findings and evaluating the assessment itself.
The guide emphasises a flexible and adaptable approach, recognising that ENA methodologies must be tailored to the specific operational needs and context of each emergency. It offers a structured framework, the “Assessment Workflow,” which guides the process through five key steps: Contextualise, Design, Collect, Analyse and Share. Each step is explored in detail, highlighting key activities and outcomes, alongside relevant tools and resources.
The guide also outlines different types of ENA, including initial, rapid and in-depth assessments, as well as additional evaluation considerations such as Rapid Market Assessments (RMA) and Vulnerability and Capacity Assessments (VCA). It stresses the importance of data preparation, ethical and safe data collection practices and effective data management and analysis.
