There are approximately 18,000 individuals incarcerated at any time and 48,000 individuals under some supervision by the Department of Corrections a year in Kentucky. The unemployment rate among formerly incarcerated individuals is estimated to be nearly 30%, which means incarcerated individuals face numerous barriers to reentering the workforce and establishing stability in society. Kentucky has some of the highest opioid abuse rates in the nation, estimated to cause a 1.3 - 3.1% decline in KY's labor participation rate. Kentucky's business community is in a unique position to help change Kentucky's attitudes, policies and approach to criminal justice and addiction.
